Survey Unit #(s)
- 4) Survey Instructions for this survey unit are incorporated into and performed in accordance with (IAW) the Babcock Services Incorporated (BSI)/LVS-003, Work Execution Package (WEP)05-006. Survey instructions described in this document constitute "Special Methods" and the survey design used in the acquisition of survey meashements.
- 5) Instrument efficiency determinations are developed in accordance with the BSIILVS-003, WEP 05-006, these determinations are appropriate for the types of radiation involved and the media being surveyed.
FSSICharacterization Engineer CS-0911 EP ROLB-105 ROLB-105
- 1) Embedded Pipe (EP) Survey Unit ROLB-105 meets the definition of embedded pipe for Plum Brook Reactor Facility (PBRF).
- 2) EP ROLB-105 is a Class 1, Group 1 survey unit as per the PBRF Final Status Survey Plan (FSSP) and Technical Basis Document (TBD)-06-004.
This survey unit was not a system pipe. The piping of this survey unit was utilized as a source well. Group 1 is the most conservative piping group for dose assessment referenced in TBD-06-004.
- 3) Embedded Pipe surveys in EP ROLB-105 were performed using a scintillation detector optimized to measure beta energies 285 keV (IS0 7503 - 1 Table3, Tc99). This energy is lower than the beta energy for C060 (96 keV, IS0 7503-1 Table 3), assuring the nuclide of concern for DCGL is assessed during data acquisition.

FSS Design # EP ROLB-105 Revision # Original Page 2 of 4 Survey Unit: ROLB-105 1.0 History/Description 1.1 The subject pipe is the source well in the ROLB -15 level.
1.2 EP ROLB-105 consists of 18.75 diameter piping that is approximately 44 feet in length.
2.0 Survey Design Information 2.1 EP ROLB-105 was surveyed IAW Procedure #BSI/LVS-003.
2.2 41 feet of the 18.75 pipe was accessible for direct survey by pipecrawler technology. The inaccessible piping includes a ~1.9 ft2 (~0.17m2 ) section of an end cap at one end of the well and the three feet of piping between the -18 elevation and the -15 elevation in the ROLB. The end cap and upper 3 feet of the source well are inaccessible to the pipecrawler.
2.3 100% of the accessible piping was scanned.
2.4 Eight survey locations were selected by a random number generator for static measurements. At each accessible location four static measurements were acquired IAW BSI/LVS-003 for a total of 32 static measurements (Att. 1A).
2.5 The pipes upper 7 was surveyed and bounded under SR-99. Further direct surveys into the pipe well by personnel was not warranted based on piping history, pipecrawler survey results, difficulty for personnel access, and confined space concerns.
2.6 The surface area for the 18.75 piping is 4560 cm2 for each foot of piping, corresponding to a piping surface area of 202340 cm2 (20.23 m2) for the 44 feet of embedded pipe 18.75 piping and end cap.
3.0 Survey Unit Measurement Locations/Data 3.1 Pipe interior radiological survey forms are provided in Attachment 2 of this release record.
4.0 Survey Unit Investigations/Results 4.1 None 5.0 Data Assessment Results 5.1 Data assessment results are provided in the EP/Buried Pipe (BP) Survey Report provided in Attachment 1A & 1B.
5.2 This survey unit was assessed for compliance with the release criterion attributing all activity derived dose as a 100% Co60 nuclide distribution.
This is the most conservative DCGL for the facility.
5.3 All scan measurement results are less than the Derived Concentration Guideline Level (DCGL) for radionuclide specific EP that corresponds to the 1 mrem/yr dose goal established in Table 3-3 of the FSSP.
FSS Design # EP ROLB-105 Revision # Original Page 3 of 4 Survey Unit: ROLB-105 5.4 Scan measurements are acquired at 0.7 inches/sec for each section of accessible 18.75piping. The documented gross cpm measurement for each scan is the highest, instantaneous, cpm count rate observed during the scan. The derived activity from these scan measurements is the most conservative quantity for that section of assessed piping. This conservatism is replicated when determining compliance with the DCGL release criterion. (BSI/LVS 003, WEP 05-000-6).
5.5 All static measurement results are less than the Derived Concentration Guideline Level (DCGL) for radionuclide specific EP that corresponds to the 1 mrem/yr dose goal established in Table 3-3 of the FSSP.
5.6 Direct measurements of the upper bound of the source well were acquired by FSS/Characterization personnel (Att. 2B).The direct measurements of the upper bound of the source well indicate no total surface activity levels
>145dpm/100cm2 (<0.001 Unity).
5.7 When implementing the Unity Rule, provided in Section 3.6.3 of the FSSP, the survey unit that is constituted by EP ROLB-105 passes FSS.
5.8 Background was not subtracted from the survey measurements and the Elevated Measurement Comparison (EMC) was not employed for this survey unit.
5.9 Based upon the results of the final survey measurements and the direct survey of the upper source well boundary, it is reasonable to conclude that the final survey of the accessible portion of this pipe system is appropriate to demonstrate the radiological condition of the entire pipe. Survey Unit EP ROLB-105 demonstrates compliance with the DCGL values, as presented in Sections 3.3, 7.5 and Attachment C of the PBRF FSSP.

6.1 A review of the survey results has shown that the dose contribution for EP ROLB-105 to be less than 1 mrem/yr. The dose contribution is estimated to be 0.009 mrem/yr based on the average of the actual gross counts measured.
