APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the U.S.

Nuclear Regulatory Commission (the "Commission" ), Rochester Gas and.

Electric Corporation ("RG&E"), holder of Facility Operating License No. DPR-18, hereby requests that the Technical Specifications set forth in Appendix A to that license be amended. This request will revise Technical Specification Section 6.5.1, "Plant Operations Review Committee (PORC) Function". Specification 6.5.1.2 will be revised to delete reference to the actual number, i.e., twelve, of members on PORC. The titles of the members will be deleted and replaced by area of responsibility. Specification 6.5.1.3 will be revised to address experience requirements for the Chairman and each member. Specifications 6.5.1.4 and 6.5.1.5 will be revised to support the revisions previously discussed.
