Dear Mr. Russell:

This letter and its attachments constitute an application for amendment to the Technical Specifications (T/Ss) for the Donald C. Cook Nuclear Plant Units 1 and 2. Specifically, we propose to modify Technical Specification 4.0,5.a for both Units 1 and 2. This change to the T/Ss was suggested in a draft version of NUREG-14S2, "Guidelines for Inservice Testing at Nuclear Power Plants," and the proposed wording has been adopted in the currently approved version of the Standardized Technical

• Specifications (NUREG-1431). If approved, the proposed change will allow us to implement a 10 CFR 50.55a(f)(5)(iii) relief request prior to obtaining written relief from the NRC. This position is in accord with 10 CFR 50.55a which does not require that relief requests be approved before they are implemented.

Attachment 1 provides a detailed description of the proposed change, justification for the change, 'nd our proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92. Attachment 2 contains the existing T/S pages marked to'eflect the proposed change. Attachment. 3 contains the affected T/S pages with the proposed change incorporated.

We believe that the proposed change will not result in (1) a significant change in the types of any effluent that may be released off site, or (2) a significant increase in individual or cumulative occupational radiation exposure.

Mr. W. T. Russell AEP:NRC:0703K This proposed change has been reviewed by the Plant Nuclear Safety Review Committee and the Nuclear Safety and Design Review Committee.

This T/S change will be of most benefit if approved prior to implementation of our third ten year In-service Inspection Plan, scheduled for July 1996.

In compliance with the requirements of 10 CFR 50.91(b)(1), copies of this letter and its attachments have been transmitted to the Michigan Public Service Commission and the Michigan Department of Public Health.

This letter is submitted pursuant to 10 CFR 50.30(b) and, as such, an oath statement is attached.
