Serial No.19-268 Docket Nos. 50-245/336/423, 72-47 Attachment, Page 1 of 1 10 CFR 50.54(q)(5) Summary of Analysis for Submittal 19-268 Millstone Emergency Plan Revision 60, assigned new responsibilities to the Media Center, Liaison (MCL) at the Connecticut State Emergency Operations Center (SEOC) / Joint Media Center (JMC) in Hartford, Connecticut. These responsibilities include providing additional plant-specific background information to the media if needed, and preparing shift coverage assignments for an extended event. The associated tasks had been previously performed by the Technical Briefer, Radiological Briefer, and State Emergency Plan Liaison support positions. Millstone Emergency Plan, Revision 27 added these three positions to enhance event response, but internal operating experience has demonstrated these tasks can be performed by the MCL without their assistance. Emergency planning standards 10 CFR 50.47(b)(2) (onsite emergency organization) and 10 CFR 50.47(b)(7) (public education and information) continue to be met because provisions for augmenting the plant staff with personnel to coordinate release of information to the news media during an emergency continue to exist. The description of the emergency organization and its responsibilities continues to satisfy the requirements of 10 CFR 50 Appendix E Section IV.
Thus, the effectiveness of the Millstone Emergency Plan is maintained.
