o I. Introduction The Tennessee Valley Authority (TVA), byIlaw an Agency and corporate instrumentality of the United States, generates electricity .

as a part of its responsibility for the physical, social, and economic

. development of the Tennessee Valley region and as a part of national

~ defense. The-TVA system supplies power required for an area of approxi -

mately 80,000 square miles containing 6.7 million people and the system ~ .

' interconnects at 29 points with neighboring utilities. Sequoyah Nuclear Plant is a key element of TVA's power systen and helps supply electricity to meet the increasing. demand in the Tennesee Valley region.

- Sequoyah Nuclear Plant is located ~in Hamilton County, Tennessee,. about 18 miles upstream of downtown Q1attanooga on the west shore of Chickamauga Reservoir at Tennessee River mile (TRM) 484. The plant occupies approximately 525 acres and consists of two units with

electrical nameplate ratings of 2441' megawatts. - The plant has the -

- following principal structures on the site; two reactor containment buildings, turbine building, auxiliary building, two natural draft . cooling towers, diese1 generator building, service building, transformer yard, 500-kV and 161-kV switchyards, intake structure,

-condensing mter pumping station, and condensing water discharge and

diffuser system.

II. Plant Operation During the Reporting Period

  • TVA received authorization to load fbel and perform low-power testing on Sequoyah unit 1 on February 29, 1980. Initial criticality was achieved- -

on a'uly 5, 1980. TVA received the Sequoyah unit 1 full power license on September 17, 1980. The following table shows the power and date for the power ascension test.

III. ' mnitoring Program The unit 1 operational :nonitoring program specified in the National Pollutant Discharge Elimination System (NPDES) Permit No. TN0026450 '

connenced on January 5,.1981. ' By letter dated Man:h- 17,- 1981 from HowaN D. Zeller, EPA, to Mohamed T. El-Ashry, EPA concurred 'with TVA's request to change the date of the initial NPDES annual' operating report to July 5,1982, and annually thereafter, if necessary. A copy of the July 5,1982 annual report will' be forwaMed to you ' for intormation when -completed.

Reganiing Section.4.1.1 of the Environmental Technical Specifications

. (ETS's), no unusual or important environmental events-have occurred in the reporting period.

TVA has complied with Section 4.1.2 of the ETS's by notifying the NRC in accordan]e with the provision of subsection 5.4.2.d for matters regulated under the Clean Water Act.
