SUBJECT:

Perry Nuclear Power Plant Docket No. 50-440, License No. NPF-58 Readiness for NRC Inspection Procedure (IP) 95002, "Supplemental Inspection for One Degraded Cornerstone or Any Three White Inputs in a Strategic Performance Area" In the U.S. Nuclear Regulatory Commission's (NRC) Annual Assessment Letter for Perry Nuclear Power Plant (Report 05000440/2011007, ADAMS Accession No. ML12065A157), dated March 5, 2012, the NRC staff requested that FirstEnergy Nuclear Operating Company (FENOC) advise the staff, in writing, when FENOC is ready for the supplemental inspection at the Perry Nuclear Power Plant (PNPP) using NRC Inspection Procedure (IP) 95002, "Supplemental Inspection for One Degraded Cornerstone or Any Three White Inputs in a Strategic Performance Area." This letter is to inform the staff that FENOC is ready for the IP 95002 inspection at PNPP.

Investigations have been completed to determine the root and contributing causes of the individual and collective performance issues associated with the degraded Occupational Radiation Safety Cornerstone. The extent of condition and extent of cause for the individual and collective performance issues have been evaluated, as well as whether safety culture components were causes or contributors. Corrective actions have been developed to address the root and contributing causes and to prevent recurrence of the significant performance issues. FENOC believes that the corrective actions taken and planned to address the issues identified through these evaluations provide the basis for sustained, improved performance at PNPP.
