FW: ERDS at Vermont Yankee Vanessa, As you know Region 1 conducted a Vermont Yankee Combined Functional Drill on March 11, 2015. As an element of the drill we specifically requested that FEMA observers at the EOF and the Vermont State Emergency Operations Center assess the impact of ERDS data not being directly forwarded to the State EOC.

Based on direct observations from FEMA evaluators we now can conclude that the impact of ERDS data not being directly forwarded to the state EOC will be minimal and will not affect reasonable assurance. The utility generated Safety Parameter Display System (SPDS) information, in use at the Emergency Operations Facility and shared with the Vermont EOF Liaison ensured that the state received access to all required information including full system parameter displays, meteorological data displays, radiation monitor displays and data obtained from Licensee dose assessment effectively supplanted the ERDS data stream formally used between the EOF and SEOC.

Direct transmission of ERDS is more efficient however state staff found viable methods to forward the same data from the EOF. Our observation report on the Vermont Yankee drill will recommend that the state of Vermont use a more efficient method of data transmission (such as a scanner to create a document that can be emailed) for the SPDS system between the EOF and SEOC.
