To Whom It May Concern:

As part of the biennial review of the K-State TRIGA Mark II Nuclear Reactor Facility Emergency Plan, conducted in 2016, changes were determined to be necessary. This letter represents a report of the changes governed by 10 CFR 50.54(q). Based upon evaluation of these changes, rio decrease in effectiveness of the emergency plan or deviation from the standards of 10 CFR 50.47(b) and Appendix E were determined to have_ occurred.

All of the changes to the Plan were reviewed and approved by the K-State Reactor Safeguards Committee on December 2, 2016. The evaluation and the 2016 Plan are included in the enclosure.
