July 29, 2008 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PNO-IV-08-006 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region IV, Arlington, Texas, staff on this date.

SUBJECT:
SEISMIC EVENT NEAR SAN ONOFRE NUCLEAR GENERATING STATION AND UNIVERSITY OF CALIFORNIA (IRVINE) RESEARCH REACTOR DESCRIPTION: On July 29, 2008, at 11:42 a.m. (PDT) an earthquake registering approximately 5.4 on the Richter Scale was recorded with the epicenter located near Chino Hills, California. Chino Hills, California, is approximately 40 miles from San Onofre Nuclear Generating Station.
The earthquake was felt onsite and various tank water level instruments indicated slight movement; however, no seismic instrumentation was activated. The onsite seismic motion was less than the operating and design basis ground motion. Both units remained at essentially full power. The Resident Inspectors were onsite and immediately went to the control room to monitor licensee response and their assessment of the earthquake. No emergency actions levels were reached.
Both licensee personnel and the Resident Inspectors performed plant walkdowns and visually verified that no plant equipment was damaged.
The University of California (Irvine) research reactor is located approximately 23 miles from Chino Hills, California. University engineers confirmed that no plant equipment was damaged. The reactor was shutdown at the time of the earthquake.
Region IV received notification of this occurrence by 1:49 p.m. (CDT) from the resident staff. The state of California has been notified.
The information presented herein has been discussed with San Onofre Nuclear Generating Station licensee management and is current as 4:15 p.m. (CDT).
