No.91-82FORIMMEDIATERELEASETel.301-415-8200(Wednesday,July17,1991)NRCTOHOLDPUBLICMEETINGJULY30INHOMER,LOUISIANATODISCUSSENVIRONMENTALIMPACTSTATEMENTONPROPOSEDENRICHMENTCENTERTheNuclearRegulatoryCommissionstaffwillholdapublicmeetingat7p.m.July30attheHomerHighSchoolcafeteriainHomer,Louisiana,todiscusstheenvironmentalimpactstatement NRCispreparingontheproposedClaiborneEnrichmentCenter.LouisianaEnergyServices(LES)hasappliedforalicensetobuildandoperatetheplant,whichwouldenrichnaturaluraniumhexafluoridebythegascentrifugeprocess.Theplantsiteis nearHomerinClaiborneParish,Louisiana,about50milesnortheastofShreveport.LESalsohassubmittedanenvironmentalreportwhichNRCwilluseinpartinpreparingtheenvironmentalimpactstatementrequiredbyFederallaw.(TheLESenvironmentalreportis availableforpublicinspectionatthemainNRCpublicdocumentroomat2120LStreet,NW, Washington,DC,andatalocalpublicdocumentroomNRChasestablishedattheClaiborne ParishLibrary,901EdgewoodDrive,Homer.)TheJuly30publicmeetingsarepartoftheprocessNRCusesinplanningthescopeofanenvironmentalimpactstatement.Inthisinstance,itisintendedtohelpidentifysignificantissues relatedtotheproposedlicensingoftheClaibornefacilitY,andtoaidindeterminingenvironmental matterstobeaddressedandtheonestobeanalyzedindepth.Meetingsofthissortarenotpartofthelicensinghearingprocess.ParticipationinthatadjudicatoryproceedingisgovernedbyseparateNRCregulations.Bylaw,theenvironmental impactstatementmustbepreparedbeforethehearingiscompleted.AtthemeetingonJuly30,timewillbeprovidedforinterestedagencies,organizationsandindividualstopresentcommentsorsuggestionsontheenvironmentalissuesinvolvedinthe proposedenrichmentplantorontheenvironmentalimpactstatement8scope.Beforepubliccommentsbegin,briefingswillbegivenbyLESontheproposedfacility,andbyNRCstaffontheenvironmentalreviewprocessandonplansfortheenvironmentalimpact statement.

Atimelimitmaybenecessaryfororalcomments,dependingonthenumberofpersonswho register.ModeratorforthemeetingwillbeA.BillBeach,DirectoroftheDivisionofRadiationSafetyandSafeguardsattheNRCregionalofficeinArlington,Texas.PersonswhocannotattendtheJuly30meetingwillhaveuntilAugust14tosubmitcommentsinwriting.
