On June 12, 2003, the NRC issued Generic Letter 2003-01, "Control Room Habitability", which requested licensees to submit information demonstrating that control rooms comply with the current licensing and design bases, and applicable regulatory requirements.

In addition, information was requested to ensure that suitable design, maintenance and testing control measures are in place for maintaining this compliance.

Carolina Power and Light Company, doing business as Progress Energy Carolinas, Inc., provided a 180-day response to this Generic Letter on December 09, 2003.In this response, Harris Nuclear Plant (HNP) committed to the following: "HNP will submit a proposed license amendment request that will include a new Technical Specification surveillance requirement to determine inleakage in accordance with a CRE Integrity Program. A new section will be added to Technical Specification Section 6.8 'Procedures and Programs' that will specify the scope of the CRE Integrity Program. U.S. Nuclear Regulatory Commission Serial: HNP-07-103 Page 2 The due date for this commitment was "within six months following TSTF-448 approval or associated CLIIP approval, whichever is later." Since the "Notice of Availability of Technical Specification Improvement to Modify Requirements Regarding Control Room Envelope Habitability Using the Consolidated Line Item Improvement Process" was published as approved on January 17, 2007 (Federal Register Vol. 72, No. 10), the HNP commitment date was July 17, 2007.During development of this License Amendment Request (LAR), HNP identified that its Technical Specifications do not include a Bases Control Program, which is integral to NRC's approved TSTF-448 model Safety Evaluation (SE). An LAR requesting such a change to HNP's TS to include the Bases Control Program was submitted to the NRC in accordance with the standard review process on June 15, 2007 (Serial: HNP-07-005).

However, since evaluation of a proposed Control Room Envelope (CRE) habitability LAR by the NRC under the Consolidated Line Item Improvement Process (CLIIP) is performed on an accelerated (six month) schedule, a revised date for submittal of HNP's CRE habitability TS requirement is prudent. Discussions with the NRC Project Manager for HNP, Lisa Regner, confirmed that a delay in submitting the CRE habitability LAR would allow for review of both amendments (TS Design Bases Control Program and CRE habitability) in the necessary sequence.Therefore, via this correspondence, HNP is notifying the NRC of a revised commitment date for its respective CRE habitability LAR submittal.

Under this revised commitment, HNP will submit the TSTF-448 related LAR, in accordance with the CLIIP guidelines, by January 16, 2008. This revised submittal date is still within the timeframe typically requested (one year) for TS changes published in the Federal Register using the CLIIP process.Please refer any question regarding this submittal to Mr. Dave Corlett, Supervisor
