SUBJECT:
NOTICE OF AVAILABILITY OF THE DRAFT PLANT-SPECIFIC SUPPLEMENT 33 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS REGARDING SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1 (TAC NO. MD3611)
Dear Mr. Duncan:
The U.S. Nuclear Regulatory Commission (NRC) staff has completed the draft plant-specific Supplement 33 to NUREG-1437, ?Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GEIS),@ regarding the renewal of operating license NPF-63 for an additional 20 years of operation for the Shearon Harris Nuclear Power Plant (HNP), Unit 1. Enclosed is a copy of the draft supplement and the associated Federal Register Notice of Availability. This notice advises the public that the draft supplement is publicly available at the NRC Public Document Room or from the NRC
=s Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC website at http://adamswebsearch.nrc.gov/dologin.htm. The Accession Number for the draft Supplement 33 to the GEIS is ML073320364. In addition, the West Regional Library, located at 4000 Louis Stephens Drive, Cary, NC 27519 as well as the Eva H. Perry Library, located at 2100 Shepherd's Vineyard Drive, Apex, NC 27502, have agreed to make the draft supplement available for public inspection.
As discussed in Section 9.3 of the draft supplement, the preliminary recommendation of the staff is that the Commission determine that the adverse environmental impacts of license renewal for the HNP, Unit 1 are not so great that preserving the option of license renewal for energy planning decision makers would be unreasonable. This recommendation is based on: (1) the analysis and findings in the GEIS; (2) the Environmental Report submitted by Carolina Power &
Light Company, doing business as Progress Energy Carolinas, Inc.; (3) consultation with Federal, State, and local agencies; (4) the Staff
=s own independent review; and (5) the staff
=s consideration of public comments received during the scoping process.
A separate Notice of Availability of the draft supplemental environmental impact statement will be placed in the Federal Register through the U.S. Environmental Protection Agency. If you have any questions regarding this matter, please contact the NRC Environmental Project Manager, Mr. Samuel Hernandez, at 301-415-4049 or by e-mail at shq@nrc.gov.
Sincerely,
/RA/
