Dear Mr. Duncan:

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed the Environmental Report submitted by Carolina Power & Light Company (CP&L), as part of its application for license renewal for the Shearon Harris Nuclear Power Plant (HNP) and plans to conduct its environmental site audit at HNP during the week of June 4, 2007.

To develop the Supplemental Environmental Impact Statement for HNP license renewal, the NRC staff requests that the items described in the enclosed list be made available to the extent possible during the HNP environmental site audit. No written response to this communication is required. The NRC staff transmitted the enclosed list to members of your staff informally via e-mail on May 3, 2007. Enclosure Shearon Harris Nuclear Power Plant License Renewal Information Needs The NRC staff has reviewed Appendix E, Environmental Report, of the Shearon Harris Nuclear Power Plant (HNP) license renewal application and have found that it meets the requirements of 10 CFR 51.45. However, in order to develop the Supplemental Environmental Impact Statement for license renewal, a number of informational needs have been identified and are outlined below.

The NRC staff would appreciate if you could make the following documents available during the environmental site audit at HNP to be conducted on June 5, 2007.

Documentation NRC staff would like to see copies of the following documents:

Terrestrial Ecology/Aquatic Biology Data Needs Environmental review procedures for activities that: a) could potentially change/modify the facility or b) involves new construction at the existing site.

List of all chemicals used (name, amount, location and manner in which chemical is applied) on the grounds of the plant and transmission line corridors including, but not limited to, pesticides and herbicides.

Any information about on-site and transmission line vegetation management program plans and any plans regarding transmission lines that cross water bodies.

If available, NRC staff would like to see copies of the following documents:

Aerial photographs of site and transmission line(s).

Habitat/vegetation/land use maps of site and transmission line(s).

Maps showing locations of known threatened and endangered (T&E) species occurrences.

Radiological wildlife meat sampling (i.e., deer, birds, water fowl and other game species) reports conducted in the vicinity of the HNP.

Information on management procedures around special species and in less developed areas of plant, for instance, brush removal programs near endangered species, wetlands, and water bodies.

Water & Permits If available, the NRC staff would like to see any report which documents the amount (liter/day) of potable water used daily at HNP and any restrictions on its supply.

If available, NRC staff would like to see copies of the updated versions of the expired permits listed in Table 9-1 of the HNP Environmental Report.

If available, NRC staff would like to see copies of the water level records of the Harris reservoirs and existing site wells.

If available, NRC staff would like to see the NPDES permit file - records of Notice of Violations (NOVs), and other non-compliance items.

Air If available, the NRC staff would like to see copies of all air permits for stationary air emission sources.

If available, the NRC staff would like to see copies of air emissions data for the stationary air emission sources, so that total annual emissions can be determined.

If available, the NRC staff would like to see any available information on non-permitted air emission sources, including source descriptions and annual emissions.

If available, the NRC staff would like to see copies of any anticipated applications for "new" air permits, or any "new" air permits that are pending.

If available, the NRC staff would like to see copies of any records regarding air permit compliance status, violations, etc.

Non-Radiological Waste The NRC staff would like to see a list of storage tanks that contain non-radiological liquid (biocides, oil, etc).

If available, the NRC staff would like to see CP&L's application for hazardous waste permit.

If available, the NRC staff would like to see CP&L's database or tracking system for non-radiological waste streams (how much of what is generate/disposed/treated).

If available, the NRC staff would like to see a copy of the Hazardous Waste permit and associated reports required by the State and a copy of the Hazardous Waste Minimization Plan as also required by the State.

If available, the NRC staff would like to see CP&L's Waste Minimization/Pollution Prevention Plan.

If available, the NRC staff would like to see CP&L's copy of the Hazardous Waste Interim Status Authorization for storage of mixed wastes.

If available, the NRC staff would like to see CP&L's copy of the Hazardous Material Registration Certificate, and any Emergency Planning and Community Right to Know Act (EPCRA) reports.

If available, the NRC staff would like to see a list of all storage tanks that contain non-radiological liquid (biocides, oil, fuel, etc.) within the boundary of the HNP site.

If available, the NRC staff would like to see any report showing the amount of non-radiological waste generated in HNP during the last five years. Non-radiological waste includes: medical, office, hazardous, universal wastes, and sanitary wastes from the treatment plant.

Cultural Resources If available, the NRC staff would like to see copies of any procedures that relate to protection of cultural resources during operations and maintenance.

If available, the NRC staff would like to see copies of any aerial photographs prior to construction and following construction of the HNP.

If available, the NRC staff would like to see copies of any reports or letters related to original cultural resource work conducted.

Radiological Protection NRC staff would like to see a copy of the Off-site Dose Calculation Manual.

NRC staff would like to see copies of the Previous 5-yr, Radioactive Effluent Release Reports.

NRC staff would like to see copies of the Previous 5-yr, Annual Radiological Environmental Operating Reports.

NRC staff would like to see a copy of the Updated Safety Analysis Report.

If available, the NRC staff would like to see a copy of any monitoring reports or publications prepared by states, other federal agencies, universities, and public organizations that are publicly available and that address radioactive emissions or effluents, or worker or public health associated with HNP operations.

Meetings with HNP Personnel Non-Radiological Waste NRC staff would like to meet with the plant personnel responsible for ensuring compliance with hazardous waste permit.

NRC staff would like to conduct a tour of HNP accumulation and storage areas for non-radiological wastes.

Water NRC staff would like to meet with plant personnel with knowledge of the plants Wastewater treatment system.

NRC staff would like to meet with plant personnel with knowledge of the plants storm drain system.
