OF TELEPHONE CONFERENCE CALL HELD ON JUNE 13, 2007, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND CAROLINA POWER & LIGHT COMPANY, CONCERNING SAMA ANALYSIS PERTAINING TO THE SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1, LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Carolina Power & Light Company (CP&L) held a telephone conference call on June 13, 2007, to discuss a potential revision of the Severe Accident Mitigation Alternatives (SAMA) analysis concerning the Shearon Harris Nuclear Power Plant, license renewal application. Enclosed is a list of the conference call participants.

SAMA benefits and the economic impacts of a severe accident are quantified using the MACCS2 code. The MACCS2 code requires site-specific economic input data file, which might be constructed by using a code such as the SECPOP2000 code.

A potential problem with a computer program used to generate some portions of the SAMA analysis was recently brought to the attention of the NRC staff. Specifically, the SECPOP2000 code output data is in a different format than what is required by the MACCS2 code. Resulting in one or more columns of data shifting by several characters, such that the values read by the MACCS2 code are incorrect. The parameters affected are believed to have only a second order effect on results. Therefore, the results of the SAMA analysis are unlikely to significantly change.

This problem would only affect SAMA analyses that relied on the SECPOP2000 code to generate economic input parameters, CP&L indicated the SECPOP2000 program was used to generate some of the data used for the SAMA analysis. As a result of this, CP&L staff indicated that an amendment to the application to correct the SAMA section will be submitted to the NRC during the month of July 2007.
