Re: St.'Lucie Unit 2 Docket No.50-389 Proposed License Amendment Steam Generator Tube Sam le Selection and lns ection ln accordance with IO CFR 50.90, Florida Power&Light Company (FPL)submits herewith a request to amend Facility Operating License NPF-I6.The proposed amendment revises the Technical Specification Surveillance Requirement 4.4.5.2, Steam Generator Tube Sam le Selection and lns ection by adding a new section which excludes tubes in the"batwing" area of the steam generator from the sample selection.

Tubes in the"batwing" area, if l00/o inspected, would not be included in the determination of the Category of Inspection Results.This proposed amendment will result in a more representative determination of the status of tubes in all other areas of the steam generator while additionally recognizing the need for 100%surveillance of tubes in the"batwing." A marked up copy of the affected Technical Specification page is included as Attachment I.A Safety Evaluation, in support of the proposed amendment is included as Attachment 2.A"Determination of No Significant Hazards Consideration" is provided as Attachment 3.The proposed amendment has been reviewed by the St.Lucie Facility Review Group and the Florida Power&Light Company Nuclear Review Board.In accordance with 10 CFR 50.9l(b)(l), a copy of the proposed amendment is being forwarded to the state designee for the State of Florida.870910 Oc~05000389 00217-870904 pgR ADO,.p>RP E JW3/008/I go l 3$0 g4 an FPL Group company
