Re: St.'Lucie Unit 2 Docket No. 50-389 Proposed License Amendment Steam Generator Tube Sam le Selection and lns ection ln accordance with IO CFR 50.90, Florida Power & Light Company (FPL) submits herewith a request to amend Facility Operating License NPF-I6.

The proposed amendment revises the Technical Specification Surveillance Requirement 4.4.5.2, Steam Generator Tube Sam le Selection and lns ection by adding a new section which excludes tubes in the "batwing" area of the steam generator from the sample selection. Tubes in the "batwing" area, if l00/o inspected, would not be included in the determination of the Category of Inspection Results. This proposed amendment will result in a more representative determination of the status of tubes in all other areas of the steam generator while additionally recognizing the need for 100% surveillance of tubes in the "batwing."

A marked up copy of the affected Technical Specification page is included as Attachment I. A Safety Evaluation, in support of the proposed amendment is included as Attachment 2. A "Determination of No Significant Hazards Consideration" is provided as Attachment 3.

The proposed amendment has been reviewed by the St. Lucie Facility Review Group and the Florida Power & Light Company Nuclear Review Board.

In accordance with 10 CFR 50.9l(b)(l), a copy of the proposed amendment is being forwarded to the state designee for the State of Florida.
