Dear Mr.Regan:

The draft environmental impact statement Palo Verde Nucj,ear Generating Station Units 1, 2, and 3, which accompanied your letter of April 14, 1975, has been received by the Department of Commerce for review and comment.The statement has been reviewed and the following comments are offered for your consideration.

Geodetic control survey monuments are located in the immediate vicinity of the project area and probably along the transmission line routes.If there is any planned activity along the tran-mission line routes which will disturb or destroy these monuments, National Geodetic Survey (NGS)requires not less than 90 days notification in advance of such activity in order to plan for their relocation.

NGS recommends that funding for the project include the cost of any relocation required for these monuments.

Of the total amount of 1800 Ci/yr/unit of noble gases released to the atmosphere, more than half (1100 Ci/yr/unit) appears to be released sporadically from one of three gaseous decay tanks after a 60-day holdup period.If the tanks are filled in rotation on a monthly basis, the releases would occur 12 times a year.Assuming each release is accomplished over a period of a few hours, the use of annual concentration values (chi/Q)to compute the annual dose due to gaseous effluents (table 5.2)is not appropriate.
