License Amendment Request to Revise Technical Specifications for a Temporary One-Time Extension of Completion Time

Discussion This licensing action will be a tempor ary one-time request to extend the Completion Time for Technical Specific ations 3.8.1, Required Action A.3, from 7 days to 21 days for both units.

Sufficient time is needed to replace 27 electrical cables which are reaching the end of their dependable service life.

The cables are located in an undergr ound duct bank between the Unit 3 Emergency Auxiliary Transformer and a junction box serving the 3SU-E 4.16 kV feed switchgear that norma lly supplies the E22 and E42 4.16 kV buses for Unit 2 and the E13 and E 33 4.16 kV buses for Unit 3.

The work is currently planned for later in November 2019 to accommodate a suitable work window.

The work is being estimated to take approximately 384 hours0.00444 days <br />0.107 hours <br />6.349206e-4 weeks <br />1.46112e-4 months <br /> (16 days).

The schedule includes time for as-found testing, cutting and removing existing cables, duct bank inspection

/cleaning, pulling of new cables, new cable termination work, testing, etc.

The schedule also includes additional time for contingencies (approximately 4 days) for possible inclement weather condition delays, duct bank repair work, additional testing, etc.

During the extended Completion Time period, the 33 kV Conowingo line (SBO line), the Unit 2 Emergency Auxiliary Transformer (2SU-E 4.16 kV feed), and all four (4) Emergency Diesel Generators (EDGs) are planned to be protected, available, an d operable to provide power.

FLEX equipment will also be available.
