Dear Mr. Donaldson:

I am writing at the request of your staff contact, Amanda Blosser, and as a follow-up to myletter, dated March 12, 2007, in which I provided information that your office requested. After faxing a copy of this letter to Ms. Blosser, Susanne Woods of my staff and Ms. Blosser talked by phone on March 13, 2007. After reviewing our letter, Ms. Blosser suggested that the U.S.

Nuclear Regulatory Commission (NRC) further evaluate whether or not its action on the Rancho Seco Nuclear Generating Station License Termination Plan (LTP) is, in fact, an undertaking, as defined by 36 CFR 800.16(y). As a result of the March 13 discussion, the NRC re-evaluated itsaction regarding the LTP and has concluded that the action is not an undertaking. Therefore, the NRC has complied with Section 106 of the National Historic Preservation Act in this matter.Thank you for your efforts and the efforts of your staff to assist the NRC.Sincerely,/RA/Gregory Suber, Acting Branch ChiefEnvironmental Review Branch Division of Waste Management and Environmental ProtectionOffice of Federal and State Materials and Environmental Management Programs Docket No: 50-312 License No: DPR-54 March 16, 2007Milford Wayne DonaldsonState Historic Preservation Officer Office of Historic Preservation California Department of Parks and Recreation P.O.
