October 24, 2007 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PNO-IV-07-008A This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region IV, Arlington, Texas, staff on this date. UPDATE - SOUTHERN CALIFORNIA BRUSH FIRES AND SAN ONOFRE NUCLEAR GENERATING STATION STATUS

DESCRIPTION: NRC Region IV entered Monitoring Mode at 3:35 a.m., PDT to track brush fires approaching San Onfore Nuclear Generating Station. Both units remain shut down for maintenance related outages.

The fires are approximately two miles to the Southeast of the plant. The site has experienced intermittent power interruptions on transmission lines to the south. Sufficient transmission lines remain available to provide off-site electrical power to the site to support safe operation of the plant and have not been affected by the brush fires. The licensee is evaluating the impact of the intermittent power interruptions on plant operations. NRC inspectors are on site monitoring licensee activities including control room and licensee and offsite response activities.

NRC staff will continue to coordinate with the licensee to evaluate the impacts of the Southern California fires on grid stability and emergency response capabilities.

The state of California has been informed. This information has been discussed with licensee management and is current as of 7:30 AM PDT on October 24, 2007.

Region IV continues to communicate with the California Radiation Control Program (RCP) which is monitoring the status of their licensees in the affected areas. Region IV has determined that no NRC materials licensees with large radioactive sources (Category 1 and 2) are currently threatened. California RCP has indicated that no NRC assistance is needed at this time. The California wildfires are receiving widespread media coverage, but with limited interest regarding the impact on San Onofre Nuclear Generating Station.
