October 25, 2007 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PNO-IV-07-008B This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region IV, Arlington, Texas, staff on this date. UPDATE - SOUTHERN CALIFORNIA BRUSH FIRES AND SAN ONOFRE NUCLEAR GENERATING STATION STATUS DESCRIPTION: NRC Region IV remains in Monitoring Mode, which was entered at 3:35 a.m.

PDT, October 24, to track brush fires in the vicinity of San Onofre Nuclear Generating Station. Both units remain shut down for maintenance related outages.

The closest fires are approximately nine miles to the Southeast of the plant. Sufficient transmission lines remain unaffected by the brush fires to provide off-site electrical power to the site to support safe operation of the plant. Currently, six of nine offsite electrical power feeds to the site are supplying or are available to provide power to on-site electrical loads. The licensee is evaluating the impact of the three isolated transmission lines on plant operations. NRC inspectors are on site monitoring licensee activities including control room and licensee and offsite response activities.

NRC staff continues to coordinate with the licensee and FEMA to evaluate the impacts of the Southern California fires on grid stability and emergency response capabilities as the licensee makes preparations for the restart of Unit 2. Interstate 5, which runs by the facility, had previously experienced intermittent closures. It is now fully open to traffic.

The state of California has been informed. This information has been discussed with licensee management and is current as of 6:45 a.m. PDT on October 25, 2007.

Region IV continues to communicate with the California Radiation Control Program (RCP) which is monitoring the status of their materials licensees in the affected areas. Region IV has determined that no licensees with large radioactive sources (Category 1 and 2) are currently threatened. California RCP has indicated that no NRC assistance is needed at this time. The California wildfires are receiving widespread media coverage, with some interest regarding the impact on San Onofre Nuclear Generating Station.
