NRC-2013-0283-DRAFT-0003 Comment on FR Doc # 2013-31317 Submitter Information Name: William KranAddress:2218 Hennesen DriveClearwater, FL, 33764Email: wkran3@tampabay.rr.com General CommentHow is it reasonable that our Florida Power Company totally destroyed the Crystal River Nuclear powerfacilities and then, by Duke Power gaining control, that Duke Power assumes responsibility for the economicresults to repair or decommission the Crystal River facilities and then expect the customers to pay for thedecommissioning costs? In what commercial enterprise can a company make such huge economic

mistakes, thatare really criminal negligence, and then allowing Duke Power to make a profit. If Duke Power will not step upand resume responsibility, after acquiring Florida Power and their failures, and the Nuclear Regulatory Commission bowing to Duke Power proposals then we the people must assume that there must be some underthe table negotiations between Duke Power and the NRC that are happening.

PLEASE be OPEN and HONESTand tell us why the NRC thinks the Duke Power proposals to charge customers for repairs, maintenance andconstruction related to the Crystal River Nuclear power plant decommissioning amounting to $1.466 billionwhile making a profit on this effort as well.Asking for HELP,William C. Kran Clearwater resident since June 1972. Please reply to wkran3@tampabay.rr.com.
