BackroundThefunctionoftheContainment Spray(CS)Systemistoprovidecontainment heat,removalandiodineremovalduringaccidentconditions.
Itaccomplishes itsfunctionthroughtheuseoftworedundant spraytrainswhicharecapableoftakingsuctionfromtheRefueling WaterTank(RWT)onaContainment SprayActuation Signal(CSAS),automatically transferring suctiontothecontainment sumponaRecirculation Actuation Signal(RAS),andtransferring heattotheultimateheatsinkviathecomponent coolingwater(CCW)andintakecoolingwater(ICW)systems.Eachtrainconsistsofaspraypump,shutdowncoolingheatexchanger, piping,valves,andsprayheader;andiscapableofsatisfying atleast504ofaccidentheatremovalrequirements.
OnetrainoftheCSsystem,inconjunction withitsSprayAdditive/Iodine RemovalSystem,cansatisfypost-accidentiodineremovalrequirements.
Intheeventoffsitepowerislost,eachtrainispoweredbyanemergency dieselgenerator.
ThefunctionoftheContainment CoolingSystemistoprovidecontainment heatremovalduringbothnormaloperation andaccidentconditions.
Itaccomplishes itsfunctionthroughtheuseoftwoelectrically andmechanically independent containment cooling 1"lIIt St.LucieUnit1andUnit2DocketNos.50-335and50-389ProposedLicenseAmendments Containment SraandCoolinSstemsL94260Attachment 1Page3of8trains.Fourfancoolers,twopertrain,transferheattotheultimateheatsinkviatheCCWandICWsystems.Eachtrainiscapableofsatisfying atleast50%ofaccidentheatremovalrequirements, andeachtrainispoweredbyanemergency dieselgenerator intheeventoffsitepowerislost.Eachfaniscapableofauto-start onaSafetyInjection Actuation Signal(SIAS).PSL1andPSL2eachhaveaplantspecificLCO(TS3.6.1.5)whichprovidesassurance thattheaveragecontainment temperature willbemaintained
<120'Fforthepurposeofpreserving thevalidityofaccidentanalysesassumptions, environmental qualification ofequipment locatedinsidecontainment, andassumptions madeforstressanalysesofreactorvesselsupports.
EachPSLunitalsohasaplantspecificLCOfortheSprayAdditive/Iodine RemovalSystem(TS3.6.2.2)toensurethatsufficient additives areavailable forinjection intothecontainment spray.Evaluation oftheChanesProosedforPSL1andPSL2LCO:Thecontainment analysesforPSL1andPSL2demonstrate thattheremovalofdesignbasisaccident(DBA)heatloadscanbeaccomplished byatleastonetrainofthecontainment spraysysteminconjunction withonetrainofthecontainment coolingsystem;andthatrequirements foriodineremovalfromthecontainment atmosphere canbesatisfied byasingleCStrain.TheproposedLCOrequirestwocontainment spraytrainsandtwocontainment coolingtrainstobeOPERABLE.
Therefore, intheeventofanaccidentandconsidering singlefailurecriteria, theheatandiodineremovalrequirements willbesatisfied.
ThewordingoftheproposedLCOisthesameastheSTS.APPLICABILITY:
TheproposedAPPLICABILITY fortheCSSystemisthesameasexistingLCO3.6.2.1,e.g.,MODES1and2,andMODE3withpressurizer pressure~1750psia.Itisnotedthatthepressurecriterion specified forMODE3operation isaplantspecificdifference fromthegenericSTS.FPLdesirestoretainthispreviously approvedstipulation since,duringshutdownandcooldownofthereactorcoolantsystem(RCS),theCSsystemmustberemovedfromserviceduringthepreparations necessary forshutdowncoolingoperations.

Theresultsofthisevaluation confirmthat,withpressurizer pressure<1750psia,containment designpressureandtemperature willnotbeexceededwhentwocontainment fancoolersareoperable(bothCStrainswereassumedtobeoutofservice).
TheproposedLCOrequirestwotrains(twofancoolerspertrain)ofcontainment coolingtobeOPERABLEthroughout theentireMODE3rangeofoperation.
Therefore, retaining thepreviously
- approved, pressuredependent MODE3applicability fortheCSSystemwillaffordamoreefficient andtimelytransition toShutdownCoolingSystemoperation withoutlossofanacceptable abilitytomitigatethepostulated accidents.
Inaddition, agreement withtheapplicability ofrelatedLCO3.6.2.2(SprayAdditive/Iodine RemovalSystem)willbepreserved.
TheproposedAPPLICABILITY fortheContainment CoolingSystemisthesameasexistingLCO3.6.2.3,e.g.,MODES1,2,and3.Toverifythatlowermodeapplicability shouldnotberequired; FPLhasevaluated thePSL1andPSL2containment pressureandtemperature responsetothelimitingLOCAandMSLBaccidents foroperations withtheRCStemperature at360'F.Theresultsofthisevaluation confirmthatthecontainment designpressureandtemperature willnotbeexceededwithbothCStrainsandallfourfancoolersoutofservice.Operational MODES4,5and6occuratRCStemperatures below3254F,andtheimpactoncontainment parameters frompotential accidents willbefurtherreducedintheselowermodes.Therefore, FPLconsiders theproposedAPPLICABILITY fortheContainment CoolingSystemtobeacceptable, andtobeconsistent withtheSTS.ACTION-i.a:
WithoneCStraininoperable, proposedACTION-1.a requirestheinoperable traintoberestoredtoOPERABLEstatuswithin72hoursandwithin10daysofinitialdiscovery offailuretomeettheLCO.Inthiscondition, theremaining OPERABLEsprayandcoolingtrainsarecapableofproviding theiodineremovalfunctionandatleast100%ofaccidentheatloadremoval.The72hourcompletion timetakesintoaccounttheredundant heatandiodineremovalcapability affordedbytheContainment SpraySystem,reasonable timeforrepairs,andthelowprobability ofaDBAoccurring duringthisperiod.The10days(frominitialdiscovery St.LucieUnit1andUnit2DocketNos.50-335and50-389ProposedLicenseAmendments Containment SraandCoolinSstemsL-94-260Attachment 1Page5of8offailuretomeettheLCO)portionofthecompletion timeisbasedonengineering judgement, andclarifies thatfailuretocompletely satisfytheLCOforanexcessive intervalisnotpermitted.
Ittakesintoaccountthelowprobability ofcoincident entryintotwoconditions inthisspecification (definedinproposedACTION-1.c) coupledwiththelowprobability ofanaccidentoccurring duringthistime.Theproposedcondition, requiredaction,completion times,andtheirbasesareequivalent toAction"A"ofSTSLCO3.6.6A.Iftheinoperable spraytraincannotberestoredtoOPERABLEstatuswithintherequiredcompletion time,proposedACTION-1.a requirestheplanttobeinMODE3withinthenext6hoursandinMODE4withinthefollowing 54hours.TheproposedactionwillbringtheplanttoaMODEinwhichtheLCOdoesnotapply.The6hourcompletion timeisreasonable, basedonoperating experience, toreachMODE3fromfullpowerconditions inanorderlymanner,andwithoutchallenging plantsystems;anditisconsistent withPSL1andPSL2TS3.0.3.TheextendedintervaltoreachMODE4includesadditional time(48hours)forrestoration oftheCStrain,beyondthe6hourstypically allottedbyTS3.0.3toenterthismode.Thisisreasonable whenconsidering thatthedrivingforceforareleaseofradioactive materialfromtheRCSisreducedinMODE3.Theproposedcondition, requiredaction,completion times,andtheirbasesareequivalent toAction"B"ofSTSLCO3.6.6A.ACTION-1.b:
Withonecontainment coolingtraininoperable, proposedACTION-1.b requirestheinoperable traintoberestoredtoOPERABLEstatuswithin7days,andwithin10daysfrominitialdiscovery offailuretomeettheLCO.Inthiscondition, theremaining OPERABLEsprayandcoolingsystemcomponents arecapableofproviding theiodineremovalfunctionandatleast1004oftheheatremovalneedsafteranaccident.
The7daycompletion timetakesintoaccounttheredundant heatremovalcapabilities affordedbythecombinations oftheCSSystemandtheContainment CoolingSystem,andthelowprobability ofaDBAoccurring duringthisperiod.The10days(frominitialdiscovery offailuretomeettheLCO)portionofthecompletion timeisbasedonengineering judgement, andclarifies that,failuretocompletely satisfytheLCOforanexcessive intervalisnotpermitted.

Theremaining OPERABLEsprayandcontainment coolingsystemcomponents arecapableofproviding theiodineremovalfunctionand1004ofaccidentheatloadremoval.Considering thenarrative formatandexistingstructure ofthePSL1andPSL2technical specifications, thisactionstatement providesclarification thatentryintobothACTIONS-1.a and1.bwithinthisLCOispermissible, andspecifies howeachactioncompletion intervalwillbetracked.ProposedACTION-l.c isconsistent withPart1.3,"Completion Times",oftheSTS"USEANDAPPLICATION" section.ACTION-i.d:
Withtwocontainment coolingtrainsinoperable, proposedACTION-1.d requiresatleastonecoolingtraintoberestoredtoOPERABLEstatuswithin72hours.Inthiscondition, theOPERABLEspraytrainsarecapableofproviding theiodineremovalfunctionandtheheatremovalneedsafteranaccident.
FPLhasevaluated this,condition forthelimitingLOCAandMSLBaccidents postulated forthePSLlandPSL2containment

SincetheproposedLCOdoesnotrequiretheCSsystemtobeOPERABLEwithpressurizer pressure<1750psia,theunitwillbeoutsidethecontainment analysisforthiscondition.
Theproposedactionwillbringtheplanttoanoperational MODEinwhichtheLCOdo'esnotapply.SURVEILLANCE REQUIREMENTS:
Theproposedsurveillance requirements (SR)areequivalent tothesurveillances identified inSpecification 3.6.6AoftheSTS.ItisnotedthatneitherPSL1norPSL2requireapre-filled sprayheadertoensurethatsprayflowwillbeadmittedtothecontainment atmosphere withinthetimeframeassumedinthesafetyanalyses; therefore, SR3.6.6A.4oftheSTSisnotapplicable.
Conclusion ThechangesproposedforexistingTS3/4.6.2.1 and3/4.6.2.3 havebeenverifiedtobeconsistent withthePSL1andPSL2safetyanalyses.

Theproposedamendment willupgradetheexistingLimitingConditions forOperation (LCOs)associated withtheContainment CoolingandSpraySystemstobeconsistent withNUREG-1432, StandardTechnical Specifications forCombustion Engineering Plants.TheContainment CoolingandSpraySystemsarenotinitiators ofaccidents previously evaluated, butareincludedaspartofthesuccesspathsassociated withmitigating variousaccidents andtransients.
Theredundancy affordedbyContainment CoolingandSpraySystemsinconjunction withtherequirements oftheproposedLCOassuresthatthesafetyfunctionofthesesystemscanbeaccomplished considering singlefailurecriteria.
NeitherthedesignnorthesafetyfunctionoftheContainment CoolingandSpraySystemshavebeenaltered,andtheproposedamendment doesnotchangetheapplicable plantsafetyanalyses.
Therefore, operation ofthefacilityinaccordance withtheproposedamendment willnotinvolveasignificant increaseintheprobability orconsequences ofanaccidentpreviously evaluated.
(2)Operation ofthefacilityinaccordance withtheproposedamendment wouldnotcreatethepossibility ofanewordifferent kindofaccidentfromanyaccidentpreviously evaluated.

ThesafetyfunctionoftheContainment SpraySystemistoprovidecontainment heatandiodineremovalduringaccidentconditions.
Theproposedamendment, inconjunction withtheredundancy affordedbytheContainment CoolingandSpraysystemdesign,assuresthatthesesafetyfunctions canbeaccomplished considering single-failure criteria.
Thebasesforrec{uired actionsandtheactioncompletion timesspecified for.inoperable Containment CoolingandSpraytrainsareconsistent withthecorresponding specifications inNUREG-1432.
Thesafetyanalysesforapplicable accidents andtransients remainunchanged fromthosepreviously evaluated andreportedintheUpdatedFinalSafetyAnalysisReport.Therefore, operation ofthefacilityinaccordance withtheproposedamendment wouldnotinvolveasignificant reduction inamarginofsafety.Basedontheabovediscussion andthesupporting Evaluation ofTechnical Specification changes,FPLhasdetermined thattheproposedlicenseamendment involvesnosignificant hazardsconsideration.
