Asummarystatement regarding theLCOisaddedtotheassociated Basessection.BackroundReactorCoolantSystem(RCS)pressureboundaryleakagedirecttothecontainment environment willbeintheformofliquiddrainingtothecontainment floorand/orsteamreleasedtothecontainment atmosphere.

Themoisturefromsteamleakageisultimately removedfromtheairbycontainment coolersandisintheformofcondensate.

TheContainment AirCoolercondensate drainsandreactorbuildingfloordrainsareroutedtoandcollected inthereactorcavitysumptoensurethatfluiddoesnotaccumulate inotherareasoftheContainment.

Alldrainpathsareroutedsuchthatliquidenteringthereactorcavitysumpfirstflowsintoa

describes effective methodsfordetecting andlocatingunidentified leakage.AlthoughthePSL1systems,inpart,weredesignedpriortoRG1.45,thedesignwasevaluated usingthatguidanceandacceptability isdocumented inSection5.4ofthe"NRCSafetyEvaluation oftheSt.LuciePlantUnit1,"datedNovember8,1974.Evaluation ofthePSL2RCSLeakageDetection Systemsandtheirconsistency withRG1.45isdocumented inSection5.2.5ofthe"NRCSafetyEvaluation Reportrelatedtotheoperation ofSt.LuciePlant,UnitNo.2"(NUREG-0843),datedOctober,1981.Morerecentdocumentation ofreviewandacceptability ofthesesystemspursuanttoRG1.45iscontained intheSafetyEvaluation enclosedwiththeNRClettertoFPL,"St.LucieUnits1and2-Application ofLeak-Before-Break Technology toReactorCoolantSystemPiping-TACNos.M84560andM84561,"datedMarch5,1993.Theequipment operability andsurveillance requirements (SR)forRCSLeakageDetection Systemsarespecified inLCO3/4.4.6.1 for

BasesfortheProosedChanesLCO3.4.6.1:TheproposedLCOrequiresthereactorcavitysumpinletflowmonitoring system,incombination withaparticulate orgaseousradioactivity monitor,tobeOPERABLEinMODES1,2,3,and4.Therequiredmonitorsareofdiversemeasurement principles andprovideassurance thatsmallleakscanbedetectedintimetoallowactionstobetakentoplacetheplantinasafecondition, intheeventthatsuchleakageistheresultofpressureboundarydegradation.

Considering plantspecificdifferences, theproposedLCOprovidesaminimumfunctional capability andequipment availability forRCSleakagedetection equivalent tothatwhichwasfoundacceptable andincludedasLCO3.4.15inNUREG-1432, "Standard Technical Specifications forCombustion Engineering Plants(STS)."InMODE5or6,thetemperature is<2004F,pressureismaintained loworatatmospheric

pressure, andthelikelihood ofleakageandcrackpropagation issignificantly reduced.Therefore, therequirements ofthisLCOarenotapplicable inMODES5and6.ACTION-arequiresaRCSwaterinventory balancetobeperformed atleastonceper24hoursifthereactorcavitysumpinletflowmonitoring systemisinoperable.

Performing thissurveillance every24hours,incombination withanOPERABLEcontainment atmosphere radioactivity monitorcapableofindicating changesinRCSleakage,willprovideinformation thatisconsidered adequateforleakagedetection duringthespecified ActionCompletion Time.Thereactorcavitysumpinletflowmonitoring systemisrequiredtoberestoredtoOPERABLEstatuswithin30daysfollowing discovery ofsysteminoperablity.

Theproposedaction,surveillance frequency, andActionCompletion Timeareconsistent withACTION3.4.15.AoftheSTS,NUREG-1432.

Inthiscase,neitherthegaseousnortheparticulate containment atmosphere radioactivity monitorwouldbefunctional.

Withagrabsampleobtainedandanalyzedoraninventory balanceperformed every24hours,incombination withanOPERABLEreactorcavitysumpmonitorcapableofindicating changesinRCSleakage,theinformation providedisconsidered adequateforleakagedetection duringthespecified ActionCompletion Time.Atleastoneoftheradioactivity monitorsisrequiredtoberestoredtoOPERABLEstatuswithin30daysfollowing discovery offailuretosatisfytheLCO.Theproposedaction,surveillance frequency, andActionCompletion Timeareconsistent withACTION3.4.15.BoftheSTS,NUREG-1432.

Iftherequiredactionandassociated completion timespecified inACTION-aorACTION-barenotmet,theproposedLCOrequirestheplanttobeplacedinHOTSTANDBYwithinthenext6hours,andinCOLDSHUTDOWNwithinthefollowing 30hours.Theallowedcompletion timesarereasonable, basedonoperating experience, toreachtherequiredmodesfromfullpowerconditions inanorderlymanner.Thesecompensatory actionswillbringtheplanttoamodeinwhichtheLCOdoesnotapply;areconsistent withNUREG-1432/

ACTION3.4.15.E; andrepresent nochangetotheexistingSpecifications approvedforPSL1orPSL2.ACTION-crequiresimmediate implementation ofLCO3.0.3intheeventthatallrequiredmonitorsbecomeinoperable.

Sincetheautomatic meansofmonitoring RCSleakageandproviding timelyindication ofchangesinleakratewouldnotbefunctional, continued operation oftheunitbeyondthelimitsofSpecification 3.0.3isnotpermitted.

Theproposedactionisconsistent withNUREG-1432)

ACTION3.4.15.F.

ACTION-dprovidesforanexclusion fromtheprovisions ofLCO3.0.4ifatleastoneoftherequiredleakagedetection systemsisOPERABLE.

Asaresult,entryintoanOPERATIONAL MODEisallowedinaccordance withtheACTIONrequirements oftheproposedLCOwhenoneoftherequireddiversemonitoring systemsisnotavailable.

Thisallowance isprovidedbecausetheremaining OPERABLEmonitor,incombination withthesurveillances requiredbyACTION-aorACTION-b, willprovideinformation considered adequateforleakage St.LucieUnit1andUnit2DocketNos.50-335and50-389ProposedLicenseAmendments RCSLEAKAGEDETECTION SYSTEMSL-95-228Attachment 1Page5of5detection duringtheintervalallowedforrestoring theinoperable monitortoOPERABLEstatus.Theproposedactionisconsistent withthemodifying NOTEfoundinNUREG-1432, ACTION3.4.15.AandB.TheproposedSurveillance Reuirements areconsistent withNUREG-1432andrepres'ent nochangetothesurveillances presently approvedforbothSt.Lucieunits.Conclusion TheproposedLCO3/4.4.6.1 issatisfied whenleakagemonitorsofdiversemeasurement meansareOPERABLE.

Considering theplantspecificequipment differences andnarrative TSformat,theproposedLCOisequivalent toNUREG-1432, LCO3.4.15,andincludesalltherequirements relatedtoRCSLeakageDetection Instrumentation.

ThegenericSpecification isdesignedforsystemsthathavefeaturesconsistent withRG1.45,andtherefore appliestotheSt.Lucieunits.Inaddition, havingthesameLCOandassociated ACTIONrequirements forbothunitswillprovideanimprovement relativetohumanfactorsconsiderations.

FPL~considers theproposedamendments tobeacceptable aslineitemimprovements forPSL1andPSL2asprovidedforintheNRCFinalPolicyStatement onTechnical Specifications Improvements (58FR39132).

TheReactorCoolantSystem(RCS)LeakageDetection Instrumentation Systemsarenotaccidentinitiators, andtheiroperational statusisnotaconsideration indetermining theprobability ofoccurrence ofaccidents previously evaluated.

TheproposedrevisiontotherelatedLimitingCondition forOperation (LCO)3/4.4.6.1 doesnotinvolveachangetotheconfiguration ormethodofoperation ofanyequipment thatisusedtomitigatetheconsequences ofanaccident, nordothechangesalteranyassumptions madeinvolving initialplantconditions inthesafetyanalyses.

Therefore, operation ofthefacilityinaccordance withtheproposedamendment wouldnotinvolveasignificant increaseintheprobability orconsequences ofanaccidentpreviously evaluated.

(2)Operation ofthefacilityinaccordance withtheproposedamendment wouldnotcreatethepossibility ofanewordifferent kindofaccidentfromanyaccidentpreviously evaluated.

TheproposedrevisiontoLCO3/4.4.6.1 isadministrative innatureandwillnotresultinachangetothephysicalplantorthemodesofplantoperation definedintheFacilityLicense.Therevisiondoesnotinvolvetheadditionormodification ofequipment nordoesitalterthedesignofplantsystems.Therefore, operation ofthe St.LucieUnit1andUnit2DocketNos.50-335and50-389ProposedLicenseAmendments RCSLEAKAGEDETECTION SYSTEMSL-95-228Attachment 2Page2of2facilityinaccordance withtheproposedamendment wouldnotcreatethepossibility ofanewordifferent kindofaccidentfromanyaccidentpreviously evaluated.

(3)Operation ofthefacilityinaccordance withtheproposedamendment wouldnotinvolveasignificant reduction inamarginofsafety.TheRCSLeakageDetection Systemsaredesignedtoprovidediversemethodstoassistinthedetection andlocationofunidentified leakagethatmaybeassociated withpotential pressureboundarydegradation.

Thesesystemsprovidenoequipment controloraccidentmitigation functions, andarenotassociated withthesafetymarginestablished forprotection fromanalyzedLossofCoolantAccidents.

TheproposedrevisiontoLCO3/4.4.6.1 doesnotalterthebasisforanytechnical specification thatisrelatedtotheestablishment of,orthemaintenance of,anuclearsafetymargin;andsimplyadaptsthecorresponding andpreviously reviewedspecification fromtheStandardTechnical Specifications forCombustion Engineering Plants,NUREG-1432, totheSt.Lucieunits.Therefore, operation ofthefacilityinaccordance withtheproposedamendment wouldnotinvolveasignificant reduction inamarginofsafety.Basedontheabovediscussions andthesupporting Evaluation ofTechnical Specification changes,FPLhasdetermined thattheproposedlicenseamendment involvesnosignificant hazardsconsideration.
