Attachment 1providesadetaileddescription oftheproposedchanges,thejustification forthechanges,andourdetermination ofnosignificant hazardsconsideration performed pursuantto10CFR50.92.Attachment 2containstheexistingT/Spagesmarkedtoreflecttheproposedchanges.Attachment 3containstheproposedrevisedT/Spages.Webelievetheproposedchangeswillnotresultin:(1)asignificant changeinthetypesofanyeffluentthatmaybereleasedoffsite;or(2)asignificant increaseinindividual orcumulative occupational radiation exposure.

TheseproposedchangeshavebeenreviewedandapprovedbythePlantNuclearSafetyReviewCommittee andtheNuclearSafetyandDesignReviewCommittee.

Thesechangesweresubsequently withdrawn, andsubmitted inrevised>>forminourletterAEP:NRC:0398R, datedJune29,1989.Forreasonsunrelated tothespecificchangesproposedinthisletter,thechangeswereagainwithdrawn (ref.AEP:NRC:0398T, datedJune15,1990),peragreement withtheNRC,withanunderstanding thattheywouldberesubmitted following NRCapprovalofour10CFR50AppendixBcontrolroomdoseanalysesthatweresubmitted separately inourletterAEP:NRC:0398AA, datedApril7,1995.InordertoensurethatourT/Ssaccurately describethedesignofthecontrolroomventilation system,andfollowing discussions withourNRCresidentinspector, wenowareproposing toresubmitthespecificchangesdescribed below,apartfromthoselastproposedinAEP:NRC:0398R.

Thechangessubmitted heredonotdependonthecontrolroomdosecalculations currently underNRCreview.ControlRoomVentilation SstemVariousroomsareservedbythecontrolroomventilation system,including thecontrolroomitself,theHVACmachineroom(whichhousesthevariousventilation equipment),

andthecomputerroom.Duringnormaloperation, outdoorairisdrawnintothesystemthroughthenormalairconditioning unitsandsuppliedtothecomputerroomandthecontrolroom.Thecomputerroomandthemachineroomareconnected byanopengrating.Returnflowisdrawndirectlyfromthecontrolroomandthemachineroom.Intheeventofaradiological

accident, thesystemwouldautomatically berealigned inthe"pressurization/cleanup" mode.Thiswouldoccuronasafetyinjection (SI)signalfromeitherunit.Inthismode,thepressurization fansstart,drawingairthroughthecleanupsystem'sroughing, highefficiency particulate air(HEPA),andcharcoalfilters.Dampersautomatically realigntopreventunfiltered airfrombeingdrawnintothesystemandtoproviderecirculation capability withinthethreeroomcomplex.Thepressurization unitfansmaintainthecontrolroomatpositivepressuretolimitthepotential infiltration ofunfiltered radioactive air.DescritionofandJustification forChanesAspresently written,T/S4.7.5.1.e.2 instructs ustoverifyevery18monthsthat:"Onasafetyinjection signalfromeitherUnit1orUnit2,oronacontainment phaseAisolation signal,thesystemautomatically divertsitsinletflowthroughtheHEPAfiltersandcharcoaladsorberbankandthateitherfancanthenbemanuallystartedintherecirculation mode."

Attachment 1toAEP:NRC:0398AS Page2Thisdoesnotadequately describetheCookNuclearPlantcontrolroomventilation systemforthefoilowing reasons:(1)Automatic systemactuation occursonanSIsignalfromeitherunit.TheSIsignalwillalsoinitiatetherespective unit'sphaseAcontainment isolation signal.However,thecontainment phaseAisolation signalwillnotitselfinitiateventilation systemactuation.

(2)IntheeventofanSIsignalfromeitherunit,bothpressurization fanswouldautomatically start.Onefanwouldthenbeturnedoffbytheoperators sothatproperiodineresidence timeisobtained.

TheT/Sascurrently writtenimpliesthatthefansmustbeturnedonmanually.

(3)Ourcontrolroomventilation unitsdonothaveHEPAorcharcoalbypasses.

AirisdrawnthroughtheHEPAsandcharcoalwheneverthepressurization fansarerunning.Therefore, airisnot"diverted" throughtheHEPAandcharcoal, asstatedinthepresentT/STTocorrecttheseitems,weproposetoreviseT/S4.7.5.1.e.2 torequireverification that:a)Onasafetyinjection signalfromunit1,thesystemautomatically operatesinthepressurization/cleanup mode.b)Onasafetyinjection signalfromunit2,thesystemautomatically operatesinthepressurization/cleanup mode.Wehaveseparated thetestingrequirements fortheunit1andunit2signalstoemphasize thatthesignalfrombothunitsmustbetested,i.e.,thateither/or isnotsufficient.

Thesechangesareadministrative innature,intendedtoensurethatthedescription ofthecontrolroomventilation systemoperation inT/S4.7.5.1.e.2 accurately reflectsthesystemdesign.Regardir; (1)above,itisnotedthatanSIsignalistheonlysignalwhichwillcausethephas"Aisolation signaltobeinitiated automatically.

Anindependent phaseAisolation signalcanbegenerated manuallyfromthecontrolroom.Thisswitchwouldbeusedbytheoperators ifitwasdetermined orsuspected thatarequiredautomatic phaseAsignaldidnotoccurasaresultofasafetyinjection signal.Theemergency operating procedures requireverification thatthecontrolroomventilation systemhasresponded appropriately toanSIsignal.Automatic startingofthepressurization fansandalignment ofeachofthesystemdampersisspecifically verified.

Regarding (2)above,CookNuclearPlantdesignisconservative withregardtotheT/Sdescription becausenobypassdampersmustfunctioninordertoprovideflowthroughthecharcoalandHEPAfilters.Regarding (3)above,CookNuclearPlantdesignisconservative withregardtotheT/Sdescription becausemanualactionisnot,necessary toprovideafanstart.Rather,bothfansstartautomatically, andthen,asrequiredbytheemergency operating Attachment 1toAEP:NRC:0398AS Page3procedure, onefanwouldbeshutdownbytheoperatortoensureadequateiodineresidence time.ThebasesintheCookNuclearPlantT/Ssdonotspecifically discussthesurveillance requirement addressed inthisamendment request.However,itwasdetermined tobeprudenttoaddonepieceofclarifying information.

Thefollowing isproposedtobeaddedtotheunit1(unit2)specification bases:"Theunit1(2)controlroomemergency ventilation systemoperatesautomatically onasafetyinjection signalfromeitherunit1orunit2.Theautomatic startfromunit2(1)isonlyavailable whentheunit2(1)ESFactuation systemisactiveinmodes1through4inunit2(1)."Thepurposeofaddingthisparagraph istoclearlyaddressanyoperability questionforthecontrolroomemergency ventilation systemwithrespecttotheoppositeunitstatusandtheavailability oftheSIinitiating signal.10CFR50.92AnalsisPer10CFR50.92,aproposedamendment willinvolveanosignificant hazardsconsideration iftheproposedamendment doesnot:(1)involveasignificant increaseintheprobability orconsequences ofanaccidentpreviously evaluated; (2)createthepossibility ofanewordifferent kindofaccidentfromanypreviously analyzedorevaluated; or(3)involveasignificant reduction inamarginofsafety.Criterion 1Thesechangesareadministrative innature,intendedtocorrectandclarifytheT/Sdescription ofcontrolroomventilation systemoperation.

'3ecausenochangestoplantoperations orphysicalchangestotheplantwilloccurduetothesechanges,theydonotinvolveasignificant increaseintheprobability orconsequences ofapreviously evaluated accident.

Criterion 2Becausenochangestoplantoperations orthephysicalplantwilloccurduetothesechanges,thechangeswillnotcreatethepossibility ofanewordifferent kindofaccidentfromanypreviously evaluated.

Criterion 3Thesechangesareadministrative innature,intendedtocorrectandclarifythepresentT/Sswithregardtosystemoperation descriptions.

Thus,thechangesinvolvenoreduction inmarginsofsafety.
