theincreaseinthemaximumnominalfuelassemblyenrichment limitto4.95w/oU-235isjustified, providedthatenoughintegralfuelburnableabsorber(IFBA)materialispresentineachfuelassemblytobestoredinthenewfuelstorageracks.Attachment 4containsareportbyWestinghouse ElectricCorporation entitled"Criticality AnalysisoftheDonaldC.CookNuclearPlantNewFuelStorageVaultwithCreditforIntegralFuelBurnableAbsorbers."

Inthisreport,Westinghouse analyzedthevariousWestinghouse fueltypesusedatCookNuclearPlanttodetermine whichtypewasbounding.

Then,theyanalyzedtheboundingfueltypeforvariousIFBAloadings, inmilligrams ofboron-10isotopeperinchoffuelrodlength.Westinghouse determined (seeTable4ofAttachment 4)thatforasmallnumberofIFBAcoatedrods,upto32,(thenumberisavariablecontrolled bythecoredesignerandcandifferforeachfuelassembly) fuelenrichedto5.0w/oU-235canbesafelystoredinthenewfuelstorageracksandcontinuetomeettheK,<<limits.Therefore, usingreactivity equivalencing, anyfuelassemblyplacedinthenewfuelstoragerackswillnothavegreaterreactivity thanafuelassemblyatthecurrentT/Slimit.Table4ofAttachment 4providesanadministrative guidetoensurethateachfuelassemblyintendedforstorageinthenewfuelstoragerackswillmeettheproposedT/Slimitpriortoplacement ofthefuelassemblyintheracks.Thewordingforthefootnotewaschosenbecauseitissimilartothewordinginpreviously approvedTechnical Specifications changesfortheFarley,V.C.Summer,andBraidwood nuclearpowerstations.

10CFR50.92EVALUATION Per10CFR50.92,aproposedamendment willnotinvolve.asignificant hazardsconsideration iftheproposedamendment doesnot:(1)involveasignificant increaseintheprobability orconsequences ofanaccidentpreviously evaluated, (2)createthepossibility ofanewordifferent kindofaccidentfromanyaccidentpreviously evaluated, or(3)involveasignificant reduction inamarginofsafety.Criterion 1Theproposedchangeswillnotinvolveasignificant increaseintheprobability ofanaccidentpreviously evaluated becausesimilaradministrative controlstothosepresently usedtoidentifynewfuelstoragerackinventory andcompliance withT/Slimitswillbeused.Therearenophysicalchangestotheplantassociated withthisT/Schange.Theconsequences ofanaccidentpreviously evaluated willnotbeincreased becausethereactivity ofthefuelstoredinthenewfuelstorageracksundertheproposedT/Slimitswillbenogreaterthanthereactivity offuelstoredinthenewfuelstoragerackspresently allowable underthecurrentT/Slimits.CRITERION 2Theproposedchangeswillnotcreatethepossibility ofanewordifferent kindofaccidentfromanyaccidentpreviously evaluated becausethechangeswillinvolvenophysicalchangestotheplantnoranychangesinplantoperations.
