ProposedGenericCommunication;BoraflexDegradationinSpentFuelPoolStorageRacks60FR56359RuetformmenrrGiIrgl,Af-IAOnNovember8,1995,theNuclearRegulatoryCommission(NRC)publishedforpqbTiccomment,"ProposedGenericCommunication;BoraflexDegradationinSpentFuelPoolStorageRacks."ThesecommentsaresubmittedonbehalfofFloridaPower&Light(FPL),licensedoperatoroftwonuclearpowerplantunitsinDadeCounty,FloridaandtwounifsinSt.LucieCounty,Florida.FPLnotesthattheEPRIstudiesreportedinthedraftgenericletterweredocumentedin1993,andfurtherinvestigationsareongoing.Specifically,EPRIreportTR-103300thatstatesthattheaccessofwatertoandaroundBoraflexpanelsisperhapsthemostsignificantfactorinfluencingtherateofSilicadissolutionfromBoraflex.Inthe"RequestedInformation"sectionofthedraft,theNRCrequestslicenseestoprovideadescriptionofthephysicalconditionoftheBoraflex,includinganydeterioration,onthebasisofcurrent,aswellas,futureprojectedaccumulatedgammaexposureandpossiblewateringresstotheBoraflex.FPLcontendsthatBlacknessTestsandtrendingofSilicalevelsinthespentfuelpool(SFP)coolantissufficienttomonitortheperformanceofBoraflexintheSFPs.Itisnotnecessary,noristheinformationavailable,toprojectfuturedegradationbasedontheaccessofwatertoandaroundtheBoraflex.TheNRCstaffrecognizesinthedraftgenericletterthatthepresenceofboratedwaterinpressurizedwaterreactor(PWR)SFPscontributetothemarginonsubcriticality.However,thestaffindicatesthatlicenseeswillberequestedtoprovideinformationonmaintainingmargininunboratedwater.Webelievethatsucharequestisinconsistentwiththestatedbenefitofboratedwater,particularlyforPWRs.WenotethattheWestinghouseOwnersGroup(WOG)hassubmittedatopicalreporttothestaffinanefforttocreditboroninsolutionforcriticalitycontrolinPWRs.InlightoftheWOGeffort,weurgethestafftoreconsiderthisinformationrequesttoaccountforactualplantconditions.Weappreciatetheopportunitytocommentonthisproposedgeneric'letter.Verytrulyyours,W.H.BohlkeIPDRADQCK0500033595i2i4008395i204VicePresidentHPDR.-+NuclearEngineeringandLicensinganFPLGroupcompany tt4tt\g'k1f
