~~a Page2IncorporatingaburnupdependentF<penaltyintheCOLRwouldallowapplicationofthelargerpenalty,whennecessary,tomaintaina31EFPDsurveillanceschedule.Therefore,theweeklyF<measurementswouldnotberequiredtosatisfytheT/Ssurveillancerequirements.10CFR50.92EVALUATIONPer10CFR50.92,aproposedamendment.willnotinvolveasignificanthazardsconsiderationiftheproposedamendmentdoesnot:(1)involveasignificantincreaseintheprobabilityorconsequencesof'"anaccidentpreviouslyevaluated,(2)createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated,or(3)involveasignificantreductioninamarginofsafety.Criterion1Theproposedchangeswillnotinvolveasignificantincreaseintheprobabilityofanaccidentpreviouslyevaluatedbecausethechangeswillnotresultinachangetoanyoftheprocessvariablesthatmightinitiateanaccident.TherearenophysicalchangestotheplantassociatedwiththisT/Schange.TheconsequencesofanaccidentpreviouslyevaluatedwillnotbeincreasedbecausethechangesincreasethepenaltyappliedtoF<whenitismeasuredtobeincreasing.F<andallowablepowerlevel(APL)T/Ssurveillancerequirementsarenotbeingchanged.Furthermore,allowingacycleandburnupdependentF<penaltytobelocatedintheCOLRwasacceptedbytheNRCin,asafetyevaluationonWCAP-10216-P,Rev.1.CRITERION2Theproposedchangeswillnotcreatethepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluatedbecausethechangeswillinvolvenophysicalchangestotheplantnoranychangesinplantoperations.Furthermore,theF<andAPLT/Ssurveillancerequirementsarenotbeingchanged,andthechangetotheF<penaltyisconservative.CRITERION3Theproposedamendmentwillnotinvolveasignificantreductioninamarginofsafety.WhentheincreasedF<penaltyisapplied,itreducestheallowablepowerlevel,thusincreasingthemarginofsafety.
