ATTACHMENTNO.1TOAEP:NRC:0900REASONSAND10CFR50.92ANALYSESFORTHEPROPOSEDTECHNICALSPECIFICATIONCHANGES Attachment1toAEP:NRC:0900Page1ThefirstproposedchangeistorewriteT/S3.6.5.1.aforbothUnitNos.1and2toreadasfollows:~Thestoredicehavingaboronconcentrationofatleast1800ppm(theboronbeingintheformofsodiumtetraborate),andapHof9.0to9.5at25C."LiteralcompliancewiththecurrentTechnicalSpecificationcouldresultinanimpropermeasurementoftheboronconcentrationduetotheambiguityofthelanguageused.Thischangeremovesthisambiguitybydirectlystatingthatitistheboron,notthesodiumborateconcentrationthatistobemeasured.Xnaddition,atemperatureatwhichthepHoftheboronsolutionistobemeasuredisspecifiedtobe25C.This0changewillnotsignificantlyaffecteithertheboronconcentrationorthepHmeasurement.ThisspecificationwillmakereportigofpHvaluesconsistentwiththeindustrypracticeofreportingvaluesat25C.Thischangeisprimarilyadministrativeinnatureandthus,doesnotconstituteasignificanthazardsconsiderationasdefinedby10CFR50.92.Thesecondproposedchangeistoshortenthesurveillanceintervalfrom12to9monthsinUnitNo.1T/S4.6.5.1.b.ThischangemakestheUnit1T/SidenticaltotherespectiveUnit2T/S.Thisproposedchangeconstitutesamorerestrictiveoperatingrequirement,andthereforedoesnotinvolveasignificanthazardsconsiderationasdefinedby10CFR50.92.ThethirdproposedchangeistorewriteT/S4.6.5.1.b.1forbothUnitNos.1and2toreadasfollows:"Chemicalanalyseswhichverifythatatleast9representativesamplesofstoredicehaveaboronconcentrationofatleast1800ppm{theboronbeingintheformofsodiumtetraborate),andapHof9.0to9.5at25C."Thisproposedchangeisconsistentwiththefirstproposedchangeandisprimarilyadministrativeinnature.Therefore,thisproposedchangedoesnotconstituteasignificanthazardsconsiderationasdefinedby10CFR50.92.ThefourthproposedchangeistoT/S4.6.5.1.b.2,forUnit1onpage3/46-27.Specifically,weareproposingthattheicecondenserbesubdividedintothreegroupsofbasketsasfollows:"Group1-bays1through8,Group2>>bays9through16,andGroup3-bays17through24,"insteadof"Group1-bays1through7,Group2-bays8through14,andGroup3-bays15through24."ThischangewillmaketheUnitNos.1and2T/Sidentical,andwillmaketheT/SclosertotheSTSforWestinghousePressurizedWaterReactors(NUREG-0452,Revision4).TherationalefortheinitialgroupingsinUnitNo.1T/Swascloselytiedtotheinitialiceweighings.Theiceweighingswhichimmediatelyfollowedtheinitialiceloadingsindicateddistinctdifferencesintheiceweightsasafunctionofthedifferenticeloadingtechniques.Therefore,the24bayswereoriginallydividedintothreegroupsonthebasisoftheiroriginalweights.Therehavesincebeenseveralreplenishmentsoficeinindividualbaskets.Subsequentreweighingshaveindicatedthattheinitialdistinctdifferencesintheiceweightsbetweengroupssuchasthoseseenaftertheinitialweighingshavebeeneliminated.Forthesereasons,regroupingthebasketsasproposedwillnotsignificantlyaffectpublichealthandsafety.Webelieveacceptableoperation,intheproposedmanner,hasbeendemonstratedbycompliancewiththeidenticalandcurrentlyapprovedUnit2T/S.Therefore,thischangedoesnotinvolveasignificanthazardsconsiderationasdefinedby10CFR50.92.

Attachment1toAEP:NRC:0900Page2ThefifthproposedchangeistoUnitNo.1T/S3.6.5.2,andiseditorialinnaturetomakethetwoUnitsT/Sreadidentically.Specifically,wearerequestingthatACTIONStatementa.3.(c)bechangedtoread"3OPERABLEref>igerantunits"insteadof~3OPERABLE25tonrefrigerationchillers."ThisproposedchangewillalsomaketheUnitNO.1T/SthesameastheSTSforWestinghousePressurizedWaterReactors(NUREG-0452,Revision4).Thischangeisadministrativeinnature,andthereforedoesnotinvolveasignificanthazardsconsiderationasdefinedby10CFR50.92.Thesixthproposedchangeistothesurveillancerequirementsfortheicecondenserinletdoors,UnitNo.1T/S4.6.5.3.1.Weproposethattheoperabilityofthedoorsbedemonstratedatleastonceper9monthsbytorquetesting50$ofthedoorsinsteadofatleastonceper6monthswith25$ofthedoorsbeingtorquetested.Thischangewouldallowustodemonstratetheoperabilityofalldoorsintheshorterperiodofonerefuelingcycle(i.e.,approximately18months).Inaddition,thischangewillmaketheintervalforthetorquetestingofthedoorsconsistentwiththeproposedicebasketweighingsurveillancerequirements(i.e.,atleastonceper9months).Webelievetheproposedchangeisconservativesincethetotalnumberofdoorswouldbetestedoverashortertimeperiod.ThesechangeswouldmaketheUnitNo.1T/SidenticaltotherespectiveUnitNo.2T/S.Thereforethischangedoesnotinvolveasignificanthazardsconsiderationasdefinedby10CFR50.92.TheseventhproposedchangeconcernseditorialchangestotheUnit1TechnicalSpecificationspages3/46-30through3/46-32.Thesechangeswoulddeleteobsoletestatements,clarifyanotherstatement,andmaketheUnit1T/SidenticaltotherespectiveUnit2T/S.WeproposethatthefollowingwordsberemovedfromT/S's4.6.5.3.1(b)and4.6.5.3.2(b):"atleastonceper3monthsduringthefirstyearaftertheicebedisfullyloaded"and"thereafter."WeproposeT/S4.6.5.3.2(a)beclarifiedtoread"thatopeningofeachdoorisnotimpairedbyice,frostordebris"insteadof"freeoffrostaccumulation."Finally,weproposethatT/S4.6.5.3.3berevisedtorequirethesurveillanceoftheTopDeckDoors"onceper92days"insteadof"onceper3months."Thesechangesareadministrativeinnature,andtherefore,donotinvolveasignificanthazardsconsiderationasdefinedby10CFR50.92.TheeighthproposedchangeistorewritethefirstsentenceofTechnicalSpecification4.6.5.1.b.3forbothUnits1and2toreadasfollows:Verifying,,byavisualinspectionofatleasttwoflowpassagespericecondenserbay,thattheaccumulationoffrostoriceonflowpassagesbetweenicebaskets,pastlatticeframes,throughtheintermediateandtopdeckfloorgrating,orpastthelowerinletplenumsupportstructuresandturningvanesisrestrictedtoanominalthickness,of3/8inches.Ifoneflowpassageperbayisfoundtohaveanaccumulationoffrostoricegreaterthanthisthickness,arepresentativesampleof20additionalflowpassagesfromthesamebayshallbevisuallyinspected.Thischangemodifiesthelimitingicethicknessfrom0.38inchestoanominal3/8inches.ThischangeisbeingdonebecausetheinherentnatureofavisualinspectionisnotintendedtoprovideaccuracytotwodecimalplacesasthecurrentTechnicalSpecificationindicates.Thischangeisconsideredprimarilyadministrativeinnatureandthus,doesnotconstituteasignificanthazardsconsiderationasdefinedby10CFR50.92.
