ThisletteranditsattachmentsconstituteanapplicationforamendmenttotheTechnicalSpecifications(T/Ss)fortheDonaldC.CookNuclearPlantUnit1.Specifically,weareproposingtomodifyT/S4.1.1.5(MinimumTemperatureforCriticality)suchthatthetemperaturebelowwhichthereactorcoolantsystemaveragetemperaturemustbemonitoredevery30minutesisreducedfrom551Fto545F.ThechangeisdesiredsinceweplantooperatetheupcomingUnit1Cycle11atreducedtemperatureandpressure(RTP)conditions.TheRTPprogramsupportsarangeofnominalfullpowerTavgfrom547Fto567.8F.TheexpectedfullpowerTavgforCyclellis0approximately550F,reducedfromthepresent(non-RTP)fullpower0Tavgof567.8F.PlantoperationwiththepresentT/SisnotprecludedundertheRTPconditions;however,theT/SdoesplaceaburdenontheplantoperatorssinceTavgwillhavetobemonitoredevery30minutesatessentiallyalltimeswhenthereactoriscritical.ThislettersupplementsourletterAEP:NRC:1067,datedOctober14,1988.ThatlettertransmittedtheanalysesthatsupportRTPoperation,aswellastheT/Schangesnecessarytoallowplantoperation.WerequestthatyourreviewofthisrequestbecompletedbyApril15,1989,whichisthesamedaterequestedinAEP:NRC:1067forapprovaloftheRTPanalysesandassociatedT/Schanges.pic'lpDRADQCK05OOoP'g,eel:4i~~Ios%~

ATTACHMENT1TOAEP:NRC:1067APage1DescritionofChaneUnit1TechnicalSpecification(T/S)4.1.1.5.b(MinimumTemperatureforCriticality)aspresentlywrittenrequiresverificationthatthereactorcoolantsystemTavgis>541Fatleastonceper30minuteswhenthereactoriscriticalandTavgislessthan551F.WeareproposingtorevisetherequirementsuchthatTavgmustbeverifiedevery30minuteswhenTavgisbelow/(545ForwhenthelowTavgalarmisinoperable.0ReasonfortheChaneUnderpresentoperatingconditions,fullpowerTavgis567.8F.0FortheupcomingUnit1Cycle11,however,weareplanningtooperatetheplantunderreducedtemperatureandpressure(RTP)conditions.TheRTPprogramsupportsarangeofnominalfullpowerTavgfrom547Fto567.8F.ThefullpowerTavgwillbeloweredtoapproximately550FforUnit1Cyclell.Sincethis0isbelow551F,thepresentwordingofT/S4.1.1.5.bwouldrequirethatTavgbeverifiedtobeabove541F(theminimumtemperature0forcriticality)every30minutesessentiallyalltimeswhenthereactoriscritical.AlthoughthisdoesnotprecludeoperationunderRTPconditions,itisburdensomeandwilldistracttheoperatorsfromotherduties.ThisrequestsupplementsourletterAEP:NRC:1067,datedOctober14,1988.Thatlettertransmitted.theanalyseswhichsupportRTPoperation,aswellastheT/SchangesthatarenecessaryinordertoimplementtheRTPprogram.JustificationforChaneTheproposedchangedoesnotaltertheminimumtemperatureforcriticality.Tavgmustbemaintainedabove541Fanytimethereactoriscritical.ShouldTavgdropbelow541F,theactionstatementforT/S3.1.1.5requiresthatTavgberestoredabove0541Fwithin15minutesortheunitmustbeplacedinhotstandby.T/S4.1.1,5.bpresentlyrequiresTavgtobedeterminedevery30minuteswhenTavgislessthan10Fabove541F.This10FvalueisconsistentwiththelatestrevisionofWestinghouseStandardT/Ss.Westinghousehasinformedusthe10Fwasestablishedtoprotectagainstencroachmentuponthe541Fminimumtemperature0forcriticality.The10Fvalueisnotderivedfromanyanalysis.0TheplantisequippedwithalowTavgalarmthatiscurrentlyset0at554F.ThelowTavgalarmisderivedfromthebistablesthatclosethemainfeedwatercontrolvalvesonlowTavgcoincidentwithareactortrip.Thisfunctionhelpsprotectthereactorfromexcessivecooldownfollowingareactortrip.Diversityofsignals

ATTACHMENT1TOAEP'NRC'1067APage2forterminatingmainfeedwaterisprovidedviatheP-4permissive,whichtripsthemainfeedwaterpumpsintheeventofareactortrip.ThefunctionsassociatedwiththelowTavgbistableandthemainfeedwaterpumptriponreactortriparenotdelineatedintheT/Ss.WeareproposingtolowerthelowTavgsetpoint(includingthealarm)from554Fto545F.Thetemperatureof545Fis00sufficientlybelowtheoperatingtemperaturetolessenthepossibilityofunnecessary.=alarms,butishighenoughtoprovidetheoperatorwithamplewarningthatTavgisapproachingthe541F0minimumtemperatureforcriticality.LoweringthelowTavgsetpointhasminimaleffectontheresponseoftheplanttoreactortripbecause,asdiscussedabove,themainfeedpumps(MFP)aretrippeddirectlyonareactortrip,viatheP-4permissive.TheFSARLOCAandtransientanalysesdonottakecreditforfeedwaterisolationderivedfromthe'lowTavgbistable.ThefunctionismodeledintheWestinghouseOwnersGroupanalysisofsteamlinebreakmassandenergyreleasesoutsidecontainment(WCAP10961),becauseitisconservativetodoso.Modelingofthefunctionisconservativebecauseitleadstoearlierfeedwaterisolationthantheother(T/S)signalsthatalsoprovidefeedwaterisolation.Earlyterminationoffeedwaterresultsingreatersteamgeneratortubeuncovery,andthusmoresuperheatingofthesteamexitingthebreak.LoweringthelowTavgsetpointisconservativewithrespecttothisanalysis,sinceitwillsomewhatdelaythefeedwaterisolation.WeproposethattheoperatoronlyberequiredtomonitoranddocumentTavgona30-minutebasisifTavgisbelowtheproposedlowTavgsetpointof545F,orifthelowTavgalarmis0inoperable.ThiswillavoidtheburdenthatmonitoringTavgevery30minutesplacesontheoperators,andwillhelpensuretheoperators'ttentionisnotdivertedfrommoreimportantsafetyfunctions.Tavgwillcontinuetobemeasuredatleastonceper12hoursinMode1,asrequiredbyT/S3.2.5(DNBParameters).TheresettingoftheTavgalarmto545FwillensuretheoperatoriswarnedthatTavgisencroachinguponthe541Fminimumtemperature0forcriticality.10CFR50.92EvaluationPer10CFR50.92,aproposedamendmentwillnotinvolveasignificanthazardsconsiderationiftheproposedamendmentdoesnot:

ATTACHMENT1TOAEP:NRC:1067APage31)Involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyanalyzed,2)Createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyanalyzedorevaluated,or3)Involveasignificantreductioninamarginofsafety.Criterion1TheperiodicmonitoringanddocumentingofTavgwhentheplantisoperatedneartheminimumtemperatureforcriticalitywillbereduced.However,thischangewillbecompensatedforbyloweringthealarmsetpointtowarntheoperatorofapproachtotheminimumtemperatureforcriticality.Therefore,wedonotbelieveourproposalwillresultinanincreaseintheprobabilityorconsequencesofanaccidentpreviouslyanalyzed.Criterion2TheproposedT/Schangesdonotrevisetheminimumtemperatureforcriticalityof541FspecifiedinT/S3.1.1.5.ThechangeonlyimpactsthetemperatureatwhichTavgmustbemonitoredevery30minutes.Thiswillbecompensatedforbyprovidinganalarmata0Tavgof545Fthatwillwarntheoperatorthattheplantisapproachingtheminimumtemperatureatwhichitmayremaincritical.Thus,wedonotbelievethechangecanresultinanynewordifferentkindsofaccidentsfromanypreviouslyanalyzedorevaluated.Criterion3ThepurposeoftheT/SistoensurethereactorisnotcriticalwithTavgbelow541F,withoutappropriateactionbeingtaken.WewillensurethattheoperatoriswarnedthatTavgisapproachingthe541FlimitbyloweringthelowTavgalarmsetpointto545F.Webelievethiswillprovideadequateassurancethatthe541FTavglimitisprotected.Therefore,theproposedchangeshouldnotsignificantlyreducethemarginofsafety.Lastly,wenotethattheCommissionhasprovidedguidanceconcerningthedeterminationofsignificanthazardsbyprovidingexamples(48FR14870)ofamendmentsconsiderednotlikelytoinvolvesignificanthazardsconsideration.Thesixthoftheseexamplesreferstochangesthatmayresultinsome*increasetotheprobabilityorconsequencesofapreviouslyanalyzedaccident,buttheresultsofwhicharewithinlimitsestablishedasacceptable.Asdiscussedinthebases,theminimumtemperatureforcriticalityensuresthatthereactor,instrumentation,andvesselareoperatedintheiranalyzedtemperatureranges.Theserequirementsarenot IC ATTACHMENT1TOAEP:NRC:1067APage4affectedbyourproposedrevisiontothesurveillancerequirements.ThechangeonlyimpactsthetemperatureatwhichtheoperatormustmonitorTavgevery30minutestoensurethetemperaturedoesnotdropbelowtheminimumtemperatureforcriticality.MewillbeprovidinganalarmthatwillalerttheoperatorthatthetemperatureisapproachingitsminimumTavglimit.Therefore,webelievetheexamplecitedisapplicableandthatthechangesshouldnotinvolveasignificanthazardsconsideration.
