| Description | Title 10 of the Code of Federal Regulations Part 50.59 c(2)(viii) requires that a licensee obtain a license amendment pursuant to 10 CFR 50.90 prior to implementing a proposed change, test, or experiment if the change, test, or experiment would result in a departure from a method of evaluation described in the Final Safety Analysis Report (as updated) used in establishing the design bases or in the safety analysis. Contrary to this, the licensee failed to obtain a license amendment prior to implementing revisions to the Final Safety Analysis Report (as updated) that resulted in a departure from a method of evaluation described in the Final Safety Analysis Report. Specifically, on July 5, 2012, Pacific Gas and Electric identified that revisions to Final Safety Analysis Report Update Section 15.5.4 changed the methodology for developing the atmospheric dispersion factor for the control room operator dose calculations to a less conservative approach. The justification stated that the results of the revised analysis were within the General Design Criterion 19 requirements, however, this analysis did not include the impacts of unfiltered control room in-leakage. Using the originally approved methodology, as well as accounting for the unfiltered in-leakage, the licensee concluded that the calculated control room thyroid dose was above the current licensing basis limit. The licensee entered the issue into the corrective action program as Notification 50497328. Using the Inspection Manual Chapter 0609, Appendix A, Exhibit 3 Barrier Integrity Screening Questions, the inspectors concluded that the finding was of very low safety significance (Green) because the finding only represented a degradation of the radiological barrier function provided for the control room. |
