HRC TMI-2 CLEANUP PROJECT DIRECTORATE STATUS REPORT FOR OCTOBER 26 - fiOVEH3ER 29, 1987

1. DEFUELING Defueling of the core region continued with pick and place techniques and vacuuming using the mini-air lift toel. Thus far, 175 of the 177 partiel length fuel assenblies have been renoved.

About 193,000 lbs of a total of approximately 300,000 lbs of core debris and other materials have been renoved.

The two renaining partial length assemblies, R6 and R7, contein once nalten, resalidified naterial. They are apparently fused to the lower grid, as an upward force of 19,000 lbs would not dislodge them. The end fittings on these assemblies deformed during renoval ettempts.

Fcl10 wing re:aoval of the remainf rig loose pins and vacuuning of locsu debris on the lower grid, drilling of the lower core support asscably with the core bore nachine is anticipated. The liceasea will be subnitting, for URC review, a safety evaluation addressing tha planned technique for sectioning and renoving the lower core support assenbly for defueling.

c. EhVIROHUENTAL MONITORIqG US Environmental Protection Agency (EPA) sauple analysis results show that THI site liquid effluents arc in accordance with regulatory linits, HRC requirenants, and the City of Lancaster Agreenent.

THI water effluents fron the station (Units 1 and 2) discharge are analyzed by EPA. Gum spectrun analysas of the daily conposited samples for October 11 through November 14, 1987 showed no reactor relatad activity. Trace anaunts of I-13) were found in the havenber 0 - 7 sauples. However, conparable concentrations of I-131 were ulso found in the intake water samples indicating a source other than the plant.

Dennis H. Crutchfidd 2 Hovember 30, 1987 HRC/THI-87-033 EPA's garm spectrina analysis of the URC's THI outdc6r air sanples for October 11 through november 25, 1987 showed no reactor related radioactivity.

Daily water samples are taken at the City of L+ncaster water works intuke. These daily s6nples are conpusited und are analyzed by the EPA weekly. EPA's ganna spectrun analysis of conposite sanples for Octobcr 11 - 17, October la - 24, October 25 - 31,fiovember 1 - 7, and Mavenbar 8 - 14, 1907 showed no reactor releted rcdloactivity.

. aainers for future disposal. Radiation dose rates range es high as 20 R/hr on the disposal containers. Dose rates in the SIVR have buon reduced to about 15 R/hr ganna but ronge as high as 320 Rcd /hr b a ta . Continued decontenination will further reduce these levels.

Attempts to flush the resins eppeai to have confiraed that the flow paths sre clear and th8t valves are operuting as expected. The proolen may be the result af agglomretion of the resin beads in the Jeuineralizer vessels or the vessel discharge piping. The licensee will continue to pursua a solution to the problen.

4. l?ASTE WJiAGDhT In late October 1937, a liner filled with solidified sludge fran the l

auxiliary building sunp was shipped to Darm/oll, South Carclina for burial . The liner was inspected bj the South Carolina Departacnt of Health and Envirannental Cartel. The inspection, which involved <

puncturing the lower part of the liner, found that the contents had na- I conpletely solicified. Rather than being a hard, concrete-iite muolith, the ruterial had a sof t, puttj-like tuxture. The solidification I

contractor belicves that failure af the ccmot to cure is dut to buildup of gas trcn recctions in crganic naterial contained in the sludge, cnd that venting of the gas will allow cunplete curing to t she place. The liner is presently being vented ut th; t%rnwell facility to see if this will produce a cured produc4 suitable for burial. In the interin, the State of South Carolina hus prohibited shipuent of similcr mterial frou THl. Four siuilar liners are prescotly in storage at the TMI site awaiting shipmnt. The NHC staff will continue to folloa this issue to assure cceeptcble resolution.

order scheduling a pre-hearing conference related to the proceedings on disposition of the accident-generated water. The purpose of the conference, which ufil be open to the public, is to identify the key h;aes. ' i,c any necessary steps for further identi#ication of the issues, rk:ke determinations os to the pcrtf as to the proceedings, and to establish a schedule for further actions in the proccadings.

The conference will be at 8:30 A'i on Decenbar 8,1937. It will be held at h llaliday Inn, Cunter City, Governor's Suite, 10th Floor, 23 South Second Struct, Ibrrisburg, Pennsylvania.
