, i V0GTLE ELECTRIC GENERATING PLANT NPDES PERMIT NO. EA 0026786 Dissriotion of incident:
On Monday, September 14, 1932, an NPDES incident occurred at Vogtle Electric Generating Plant (VEGP) which resulted in discharge of water from the Unit I cooling tower basin via a storm drain to Retention Pond fl. Retention Pond
- 1 discharges to the Savannah River via NPDES Permit point OSN 014.
A cooling tower high level basin alarm was received in the control room at approximately 2211 EDT on September 14, 1992. In response to this alarm, centrol room personnel maximized Unit-I cooling tower blowdown capability and shut off all makeup to the cooling tower in accordance with plant procedures in order to reduce basin water level. At approximately 2358 EDT, a Chemistry foreman observed that the ground area around the Unit I cooling tower basin was wet and water was flowing in the storm drain indicat;ng the Unit I cooling tower basin had overflowed. The foreman notified the control f room and proceeded to sample the cooling tower ground area and storm drain.
The chemical parameters of the discharge samples and results (mg/1) were as follows:

- Results from the Georgia Power Company Environmental Laboratory Cause of the Incident:
The cause of this incident is attributed to an out-of-calibration level transmitter that provides control room indication and alarm upon occurrence of a high level condition in the cooling tower basin. The alarm was not received in time to take corrective e: tion to prevent overflow of the basin.
Period of the Incident:
The period of discharge from the cooling tower basin is estimated to be one hour and 58 minutes. The discharge began at.approximately 2200 EDT and ceased a short time before approximately 23EJ EDT.

V0GTLE ELECTRIC GENERATING PLANT HPDES PERMIT No. EA 0026786 Page Two Action _Taken to Prev _ent Recurrencet The overflow from the Unit I cooling tower basin dischayed via the storm drain to the Retention Pond #1, which dischages to the Savannah River via NPDES Permit point OSH 014. Analyses of samples taken at the basin
- discharge and the discharge from Retention Pond #1 indicate no adverse impact to the environment occurred as a result of the basin overflow.
A work request was initiated to repair the out-of-calibration level transmitter. In addition, plant management has appointed an event critique team to investigate the cooling tower overflow condition and to preside additir. al corrective action to the plant as appropriate.
Details of this incident were reported verbally to Mr. Geone Guill of Georgia Power Company - Environraental Affairs on September 15, 1992. Verbal notification to the Department of Natural Resources - Environmental Protection Division was provided by Mr. Guill on September 15, 1992, in accordance with the provisions of Part II A.2 of the VEGP NPDES Permit.
This report is submitted in accordance with the requirement for a 5 day written report documenting the above incident as referenced in Part II A.2 of the VEGP NPDES Permit.
