, GEORGIA POWER COMPANY DOCKET N0. 50-424 ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT The United States Nuclear Regulatory Connission (the Commission) is considering issuance of an amendment to Technical Specificatica (TS) 3.6.2.2, "Spray Additiu System," to the Georgia Power Company, et al., (the licensee) for the Vogtle Electric Generating Plant, Unit I located on the licensee's site in Burke County, Georgia.

i By letter dated February 4,1988, the licensee, submitted a request for a l

l change of TS 3.6.2.2 which defines the upper and lower volume limits of the sodium hydroxide solution in the containment spray additive tank. The proposed change alters the percentage of level span corresponding to the lower limit from 87.7 percent to 89.9 percent and that corresponding to the upper limit from 97.4 percent to 97.2 percent. Also, the bases for TS 3.6.2.2 are revised i to specify the limiting volumes of sodium hydroxide delivered to the l,

containment spray pumps in gallons rather than in the percentages of level l span of the spray additive tank.

l l The Need for the Proposed Action:

The proposed amendment is required to correct a discrepancy in the l Technical Specifications.

2 Enviror. mental Impacts of the Proposed Action:

With respect to the amendment, the volume limits cf the spray addit.'ve tank correspond to the amount of the sodium hydroxide solution required to be i

delivei;ed to the cuntainment spray pumps. Also, the specified minimum value of 8.5 pH for the post. accident containt.ient sump water will still be met with this amendment. Accordingly, the amendment will not increase the probability or consequences of any reacter accident sequence and will not otherwise affect any other radiological impact associated with the facility. Consequently, the Comission concludes that there are no significant radiological impacts associated with the proposed amendment.

With regard to potential nonradiological impacts, the proposed amendment involves features located entirely within the restricted area as defined in 10 CFR Part 20. It does not affect nonradiological plant effluents and has no other environmental impact. Therefore, the Comission concludes that there are no significant nonradiological environmental impacts associated with the proposed amendment.

Alternative to the Proposed Action:

! Because the staff has concluded that there is no significant environmental pact associated with the proposed amendment, any alternative to chis amendment l will have either no significantly different environmental impact or greater l

environmental impact.

The principal alternative w6uld be to deny the requested amendment. This would not reduce environmental impacts as a result of plant operations.

Alternative Use of Resources:

This action does not involve the use of resources not previously considered in connection with the "Final Environmental Statement related to the operation of the Yogtle Electric Generating Plant, Units 1 and 2" dated May 1985.

The NRC staff has reviewed the licensee's request that supports the proposed omendment. The NRC staff did not consult other agencies or persons; FINDING OF N0 SIGNIFICANT IllPACT The Comission has determined not to prepare an environmental impact statement for the proposed amendment.

Based upon the foregoing environmental assessment, we conclude that the proposed action will not have a significant effect on the quality of the human environment.

For further details with respect to this action, see the request for the amendment dated February 4,1988, which is available for public inspection at the Commission's Public Document Room, 1717 H St eet, N. W., Washington, D.C.,
