Dear Sir:

Pursuant to Section 50.90 of the Commission's Rules and Regulations, Boston Edison Company proposes the following modification to Specification 3.1, Appendix A of Operating License No. DPR-35. The desired change would consist of replacing the current value of 100 milli-seconds for the Reactor Protection System response time (from the opening of the sensor contact up to and including the opening of the trip actuator contacts) with a new value of 50 milli-seconds.

Reason for Chance Per References a) & b) above, a review of transient analysis input parameters has shown that a value of 50 milli-seconds has been used for the Reactor Protection System delay time. This Technical Specification change is requested to assure com-patibility-between the Technical Specification and the transient analyses. Please note that measurements made at Pilgrim Station have shown the response time is actually less than 50 milli-seconds and therefore current transient analyses using this value are conservative with respect to the measured values.

Safety Evaluation Decreasing the allowable response time improves the limiting operation of the Reactor Protection System and therefore, safety margins are improved. This change has been reviewed and approved by the Operations Review Committee and reviewed by the Nuclear Safety Review and Audit Committee.

Schedule of Change This change will be put into effect upon receipt of approval fron the Commission.

Fee Determination In accordance with Section 170.12 of the Commission's Regulations, Boston Edison proposes this license change as a Class II. Accordingfy a check for Twelve Hundred Dollars ($1200) is enclosed.
