Dear Sir or Madam:

The purpose of this letter is to provide notification that Energy Northwest intends to modify the planned implementation period of the referenced license amendment request currently under staff review.Energy Northwest proposes that the implementation period for this license amendment be such that implementation will be completed prior to entry into Mode 2 during startup from Refueling Outage 20, currently scheduled to begin in April 201 1. The change is being made to provide sufficient time for planning and preparation to ensure the implementation is performed safely and effectively.

Implementation of this license amendment request is a major project involving physical changes to plant equipment and will require extensive planning and coordination.

A refueling outage is the only planned outage of suitable length to enact the required physical changes.This change to the implementation date does not affect the conclusion of the license amendment application that the proposed changes do not involve a significant hazards consideration and do not have an adverse effect on nuclear safety.
