Dear Dr.Murley:

This letter constitutes an application for amendment to the Technical Specifications (T/Ss)for the Donald C.Cook Nuclear Plant Units 1 and 2.Specifically, we are proposing changes to our T/Ss associated with fire protection.

A detailed description of the changes and our analyses concerning significant hazards are contained in Attachment 1.Attachment 2 contains the proposed revised T/S pages.The major purpose of the changes proposed in this letter is to reduce the fire watch burden at the Cook Nuclear Plant.Possible solutions to reduce the fire watch burden were discussed during a meeting, with our project manager and other members of the NRC staff, in Washington, D.C., on June 28, 1988.The changes proposed in this letter incorporate items discussed at that meeting as well as other changes to the fire watch requirements that we feel are in concert with the general approach to this topic as discussed at the June 1988 meeting.In addition to the changes to the fire watch requirements, we have deleted the special reporting requirements contained in the fire protection T/Ss, incorporated T/S requirements for detection and suppression systems added for Appendix R, reworded some of the fire protection specifications for clarity, and proposed a number of other changes that we believe improve our fire protection T/Ss.We believe that the proposed amendment will not result in (1)a significant change in the types of effluents or a significant increase in the amounts of any effluent that may be released offsite, or (2)a significant increase in individual or cumulative occupational radiation exposure.8902130020 890206 PDR AGOCK 05000315 P PDC (VI+A Ot Dr.T.E.Murley-2-AEP:NRC:0692BO The proposed amendment has been reviewed by Plant Nuclear Safety Review Committee and will be reviewed by the Nuclear Safety and-Design Review Committee at its next regularly scheduled meeting.In compliance with the requirements of 10 CFR 50.91(b)(1), copies of this letter and its attachments have been transmitted to Mr.R.C.Callen of the Michigan Public Service Commission and Mr.G.Bruchmann of the Michigan Department of Public Health.This document has been prepared following Corporate procedures that incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.
