Attachment1toAEP:NRC:1030Page4TotalNo.ofChannelsChannels~ToTriMinimumChannels0erable.1/train1/train1/trainc.FunctionalUnit4.aSteamLineIsolationManualThereisonemainsteamstopvalveineachofthefourmainsteamlinesattheCookNuclearPlant.Fastclosureofthemainsteamstopvalvesisaccomplishedbydumpvalves.Therearetwodumpvalvesforeachstopvalve(i.e.,8dumpvalves),andoneswitchperdumpvalve(i.e.,8switches).Actuationofeitheroneofthetwodumpvalvesperstopvalvewillresultinclosureofthestopvalve.Tobeconsistentwiththechangeswehaveproposedfortheothermanualactuationswitches,thefollowingdescriptionforthenewFunctionalUnit9.dofT/STable3.3-3isbeingproposed:TotalNo.ofChannelsChannelsT~oTriMinimumChannels0erable2/steamline(1pertrain)2/steamline(1pertrain)'/steamline(1pertrain)TheaboveItem2changestoourmanualactuationfunctionaldescriptionsinT/STable3.3-3areadministrativeinnature,intendedonlytomaketheT/SdescriptionmoreaccurateandtobeconsistentwithT/STable3.3-5.Norequirementswithregardtooperabilitywerelessened.ChaneNo.3Technical:InconsistencBetweenSurveillanceT/STable4.3-2requiresthatbothtrainsofmanualactuationcircuitry,withtheexceptionoftheswitches,betestedmonthly.Theswitches,perNote1ofTable4.3-2,arerequiredtobetestedevery18months.'Piththeexceptionofsteamlineisolation,themanualswitchesinputdirectlyintotheirassociatedtrainssolidstateprotections"stem(SSPS).Themonthlytestingthatisperformedforthemanualactuationcircuitry(exceptsteamlineisolation)iscompletelyencompassedbytheautomaticactuationlogictestingoftheSSPS,whichperT/STable4.3-2istobeperformedevery31daysonastaggeredtrainbasis,essentiallybimonthly.Thedifferenttestingfrequenciesforthesameequipmentappears;obeaninconsistencyinourT/Ss,whichisnotfoundinRevision~ofcheSTS.Rev.4oftheSTSdoesnot Attachment1toAEP:NRC:1030Page5requiremonthlychannelfunctionaltestingofthemanualcircuitry.Rather,itrequiresthata"TripActuatingDeviceOperationalTest"beperformedevery18months.ThisisdefinedbytheSTSasfollows:ATRIPACTUATINGDEVICEOPERATIONALTESTshallconsistofoperatingtheTripActuatingDeviceandverifyingOPERABILITYofalarm,interlock,and/ortripfunctions.TheTRIPACTUATINGDEVICEOPERATIONALTESTshallincludeadjustment,asnecessary,oftheTripActuatingDevicesuchthatitactuatesattherequiredsetpointwithintherequiredaccuracy.TheinconsistencyinourT/Srequiredtestingfrequencyfortheportionofthecircuitrynotinvolvingthemanualswitchesisbelievedtobeanerror,whichwascorrectedinlaterversionsoftheSTSbyadoptingthe"TripActuatingDeviceOperationalTest"describedabove.TocorrecttheinconsistencyinourT/Ss,weareproposingtoadopttheSTSrequirementforthemanualswitches,andtoapplythemonthlytestingofthebalanceofthecircuitryonlytosteamlineisolation.Theterm"TripActuatingDeviceOperationalTest"isproposedfortheDefinitionSection(1)oftheT/SsandtoT/S4.3.2.1.1.MonthlytestingoftheautomaticactuationlogichasshowntheSSPSattheCookNuclearPlanttobeextremelyreliable.Therefore,webelievethatthefrequencyfortestingthemanual'ircuitry(exceptforsteamlineisolation)canbemadeconsistentwiththeotherSSPStestrequirementswithoutendangeringpublichealthandsafety.ChaneNo.4Technical:ActionReuirementsforManualSteamLineIsolationThischangeproposesamodificationtofunctionalunit4.a(SteamLineIsolation-Manual)ofT/STable3.3-3,forthepurposeofachievinggreaterconsistencywiththeSTS.Ascurrentlywritten,theactionstatementforfunctionalunit4.a(Action18)requirestheunittobeplacedinMode3within54hoursifthenumberofoperablechannelsisonelessthanthetotal.ThisdifiersfromtheSTSrequirement,whichrequiresthatthesteamlinestop'alveassociatedwiththeinoperablemanualchannelbedeclaredinoperableifthecauseofthechannelinoperabilityisnotcorrectedwithin48hours.Theactionrequirement-ofT/S3.7.1.5(SteamGeneratorStopValves)isthenfollowed.Forop~."a'oninMode1,operationwithoneinoperablebutopenstopval;~e~nproceedforfourhours.Ifthecauseof Attachment1toAEP:NRC:1030Page6theinoperabilityisnotcorrected,powermustbereducedbelowfivepercentofratedthermalpowerwithinthenexttwohours.ForModes2and3,operationmay'continueprovidedthestopvalveismaintainedclosed.MeareproposingtochangetheactionrequirementsforT/STable3.3-3functionalunit4.atobeconsistentwiththeSTS.Theactionrequirementischangedfromthecurrentaction18toanewaction20,whichisconsistentwiththeSTSrequirement.TheproposedchangeprovidesinternalconsistencywithintheT/Ssbymakingtheactionrequirementsforthesteamlinemanualactuationcircuitryconsistentwiththosefortheassociatedstopvalves.ThechangealsoprovidesconsistencywiththeSTS.ChaneNo.5EditorialThischangeproposestocorrectanerrorinT/STable3.3-5regardingfunctionsl.aandl.b.,Aspreviouslywritten,themanualstartofthecontainmentairrecirculationfansisgroupedwiththesafetyinjectionandrelatedfunctions.Thestartofthefansactuallyisassociatedwiththeswitchesoffunctionalgroupl.b(containmentsprayandrelatedfunctions).Therefore,weareproposingtomovethefunctionfromfunctionl.atofunctionl.b.Thischangeisalsoreflectedinourproposedfunctionalunit9forT/STables3.3-3,3.3-4and4.3-2,whichwasdescribedinChangeNo.1above.10CFR50.92EvaluationPer10CFR50.92,aproposedamendmentwillnotinvolveasignificanthazardsconsiderationiftheproposedamendmentdoesnot:(1)involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated,(2)createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyanalyzedorevaluated,or(3)involve.isignificantreductioninamarginofsafety.Criterion1ChangeNos.1,2a:".d5areadministrativeinnature.TheyinvolverewritingtheT/Ss:"yardingESFmanualactuationssothatthefunctionsaremorci:curatelyportrayedinthedocument,orso Attachment1toAEP:NRC:1030Page7thatthedocumentisinternallyconsistent.ChangeNo.3,involvingtheESFmanualcircuitrytestingwillreducethefrequencyoftheportioninvolvingtheSSPSfromonceeverymonthtoonceeveryothermonth.ThischangecorrectsaninconsistencyinourT/SsbetweentherequirementsforthemanualcircuitryandtheSSPSrequirementswhichwasrecognizedandcorrectedinlaterversionsoftheSTS.OurreviewofthesurveillancetesthistoryofthemonthlySSPStestshasshownthatthesystemishighlyreliable,andgivesusconfidencethatthechangeintestfrequencywillnotendangerpublichealthandsafety.ChangeNo.4,tothemanualsteamlineisolationcircuitry,providesinternalconsistencyinourT/Ssbymakingtheactionrequirementsforthemanualactuationcircuitryconsistentwiththeassociatedstopvalves.ThechangeisconsistentwiththeSTS.Forthesereasons,itisourbeliefthattheproposedchangesdonotinvolveasignificantincreaseintheprobabilityorconsequencesofapreviouslyevaluatedaccident,nordotheyinvolveasignificantreductioninamarginofsafety.Criterion2Thechangeswillnotintroduceanynewmodesofplantoperation,norwillanyphysicalchangestotheplantberequired.Thus,thechangesshouldnotcreatethepossibilityof'anewordifferentkindofaccidentfromanyaccidentpreviouslyanalyzedorevaluated.Criterion3SeeCriterion1,above.Lastly,wenotethattheCommissionhasprovidedguidanceconcerningthedeterminationofsignificanthazardsbyprovidingcertainexamples(48FR14870)ofamendmentsconsiderednotlikelytoinvolvesignificanthazardsconsideration.Thefirstoftheseexamplesreferstochangeswhichareadministrativeinnature:forexample,changestoachieveconsistencythroughouttheT/Ss,correctionoferrors,orchangesinnomenclature.ChangeNos.1,2and5areinthiscategoryinthattheyclarifytheT/Ssandmakethemmoreinternallyconsistent.Thesixthexamplereferstochangeswhichmay".esultinsomeincreasetotheprobabilityorconsequencesofapreviouslyanalyzedaccident,butwheretheresultsofthechangeareclearlywithinacceptablelimits.ThisexampleisrelevanttochangeNos.3and4sincethechangesareconsistentwiththeSTS.Basedonthediscussionabove,weconcludethattheexampiescitedarerelevantandthatthechangesshouldnotrequiresignificanthazardsconsideration.
