However,inthelastfewyearszebramusselshavepropagated inLakeMichigan, posingathreattothereliability oftheexistingfireprotection system.Consequently, wehavedecidedtoerecttwodedicated fireprotection watertanks,whichwillprovideareliablesourceofcleanwatertothefireprotection system.Inaddition, theexisting2000gpmdiesel-engine drivenpumpswillbemaintained tofacilitate thecapability ofobtaining waterfromLakeMichigan.

However,thesepumpsandtheirassociated pipeswillbeisolatedfromtherestofthefireprotection watersystemtoprecludethepossibility ofinfesting thefireprotection watersystemwithzebramussels.Theautomatic controlsarebeingremovedfromthesepumps,thusnecessitating localmanualactiontoinitiatetheiroperation.

Attachment ltoAEP:NRC:0692CC Page5systemdesignisconsistent withNRCBranchTechnical PositionAPSCB9.5-1.Requiring oneofthe2000gpmdiesel-engine-driven pumpsthattakessuctionfromLakeMichiganandoneofthe2500gpmdiesel-driven pumpsthattakessuctionfromafirewaterstoragetanktobeOPERABLEensuresthecapability ofobtaining waterfrombothsources.Thisconservatism resultsinenhancedsystemreliability andreducedriskfromexternalevents.Technical Specification,3.7.9.1 requiresthreefirewatersuppression systempumpstobeOPERABLEforthefiresuppression watersystemtobeOPERABLE.

Oneofthesepumpsmustbea2500gpmdiesel-driven pumpcapableoftakingsuctionfromeitherfirewaterstoragetankandonea2000gpmfiresuppression pumpcapableoftakingsuctionfromLakeMichigan.

Thethirdpumpmaytakesuctionfromeitherwatersource.Theflowpathscapableof.takingsuctionfromLakeMichiganarenormallyisolatedtoprecludezebramusselinfestation ofthesystem.Inaddition, thefollowing sentenceisbeingadded:Intheeventthatthefirewatertanksbecomeinoperable, LakeMichiganmayserveasitsbackup.RevisetheBases~Section 347.9tomaketheBasesConsistent BetweenUnitsThefollowing isbeingdeletedfromUnit2BasespageB3/47-7:othertasks(e.g.,anoperatorontour)providedthatsuchpersonnel fulfilled theabovestatedrequirements.

Asaminimum,eachareaaffectedbyanisolatedlowpressureCO~systemmustbevisitedeverytwenty-five (25)tothirty-five (35)minutesbytheRovingFireWatchPatrol,Suchmeasureswillprovidethenecessary leveloffireprotection whileaffording necessary provisions forpersonnel safety.Intheeventthefiresuppression watersystembecomesinoperable, immediate corrective measuresmustbetakensincethissystemprovidesthemajorfiresuppression capability oftheplant,Therequirement foratwenty-four hour.reporttotheCommission providesforpromptevaluation oftheacceptability ofthecorrective measurestoprovideadequatefiresuppression capability forcontinued protection ofthenuclearplant.Thesestatements arenolongerapplicable, andhavealreadybeendeletedfromUnit1.

4.0 DISCUSSION

Page6Justification forChaneThefunctionofthefireprotection watersystemistocontrolandextinguish firesintheplant.Thisiscurrently accomplished byanunlimited watersupply(LakeMichigan),

firepumps,pipingnetwork,manualhosestandpipes, automatic operating valves,controlequipment, distribution nozzlesandotherhardware.

However,thewaterfromLakeMichiganisinfestedwithzebramussels,whichwould,ifleftuncontrolled,.

infestthefireprotection watersystempiping.Themethodscurrently available tokillzebramusselsarelaborintensive andcomplicated toimplement.

Consequently, wedecidedtodesignasourceofwaterindependent ofthelakewhilecontinuing toresearchanyothersuccessful developments toresolvethezebramussel problem.Justification forProosedActionStatements Weareproposing that,withlessthantheminimumnumberofpumps,OPERABLE, theactionshowninTable3.7-5betaken.Currently, ourT/Ssallowussevendaystoreturninoperable pumpstoservice.Wearemaintaining, this,seven-day timerestriction ininstances'in whichwehaveaminimumof-twopumpsoperable.

However,ininstances inwhichwehaveonlyone.pumpoperable, weareallowingfourdaystoreturnaninoperable pumptoservice.Sinceweneedat,leasttwo.pumpstoextinguish ourworst"case firehazard,as'described intheFireProtection ProgramManual-(FPPM),wehavedecidedthatourT/Ssshouldrequirethesecondpumptobereturnedtooperablestatusasexpeditiously aspossible.

Ininstances inwhichwehavethreepumps,butnotthecorrectcombination tomeettherequirements specified inthelimitingcondition

-ofoperation (LCO),weareproposing atimelimitof14daystoreturnaninoperable pumptooperable'status.

Sincewealreadyhaveonemorefiresuppression systempumpoperablethanweneedtoextinguish theworstcasefirehazard,thesafetysignificance ofnothavingthecombination ofpumpsspecified intheLCOisrelatively small.Consequently, weareproposing aslightlylessstringent actionstatement inthisinstance.

CurrentSstemDescritionGeneralDesignBasisThefireprotection waterflowmayvaryfrom30to65gpmforasinglesprinkler headinoperation toasmuchas4700gpmforthecombinedflow,including hosestreams,fortheUnit1maintransformer andturbinebuildingwallexposuresystems.Consequently, itisnotpractical totrytomeetthisrangeofwaterflowwithasinglefirepump.Accordingly, thefiresuppression systemshavebeendividedintothosehavinglowwaterdemandandthosewithmuchlargerwaterdemands.Thesesystemshavebeenidentified asthe"lowdemandfiresystem"andthe"highdemandfiresystem."Collectively theyarereferredtoasthe"emergency firesystem."

FirePumpsTwohorizontal, centrifugal, electric-motor-driven firepumpsareprovidedforhighdemandfires.Thesepumpsaredesignedtostartimmediately upona"highdemandfire"signalorwithvaryingtimedelaysifadditional capacityisneededforlowdemandfires.Eachpumpisdrivenbya300-horsepower motorandratedat2000gpmat152psi.Suctionisfromthenonessential servicewater.(NESW)suctionheader,whichdrawsfrom.thecirculating waterdischarge tunnelofeachunit.Onemotor-driven pumpisprovidedforeachunit.Twodiesel-engine-driven, verticalturbinefirepumpsarealsoprovidedforhighdemandfiresintheeventofacompletepowerfailureorforadditional.

Althoughthispumpisbeingremoved,thereare,noT/Ssrequirements onthispump.FixePipingThefirepumpsdischarge intounderground ringheadersaroundtheoutsideoftheplantandintotheinteriorringheaderintheturbinebuilding.

Theoutsideheadersconsistof12-inchClass200asbestos-cement,,*

andductileironpipe.A10-inchweldedsteelinteriorloopheaderislocatedintheturbineandscreenhouse buildings.

Thisinteriorheaderisconnected totheoutdoorloopheaderbyvalvedconnections routedthroughtheservicebuilding, auxiliary buildingandtheyard.Thisarrangement formsaseriesofsmallerinterior/exterior loopsconnected throughisolating valvestoensureflowfrommultipledirections.

Anelectrical contactwillcloseapressureswitchwhentheheaderpressuredropsto140psi.Thistheninitiates thestartinglogicfortheelectric-motor-driven fire-pumpfortheoppositeunit.Bothpumpsaredesignedtolock-insothattheywillnotstartandstopasthepressureincreases anddecreases.

Reliefvalvesopenintheeventthatsystempressurebecomesexcessive.

Ifforsomereasonthepressuredropsbelow120psi,oneofthediesel-engine-driven pumpswillstart.Ifdemandisstillnotmet,thentheotherdiesel-engine-driven firepumpwillstart.Therearealsoprovisions tolocallystartandstopeachelectric-motor-drivenanddiesel-engine-driven pump.LowDemandFireSystemA500gpm,pumplocatedinUnit1hasbeenprovidedforthelowdemand,firesystem.Whena,pressuredropnotassociated withthehighdemandlogicoccurs,apressureswitchwillinitiatetheemergency firesystemlogictoenergizethelowdemandfiresystem.The500gpmfirepumpwillimmediately start.Anylowdemandfiresystemactuation willalsoautomatically putthehighdemandfiresystem'selectric-motor-driven anddiesel-engine-driven firepumpsonemergency standby.Eventhoughthe.high.demandfiresystemwouldeventually startthetwodiesel-engine-driven firepumps,thelowdemandsystemmakesdirectprovision forstartingthem.NewSstemDescritionDesignBasisofNewSystemInselecting thecapacityandquantityoffirepumpsrequiredforanadequatefiresuppression watersupply,anumberoffactorsweretaken,intoconsideration.

Someofthesefactorsareasfollows:Therequirements ofthelargestsinglefirehazard.Thenumberofprotected hazardswhichmightbeexpectedtobeinvolvedinagivenfireandthetotalwaterflowrequiredifallareinvolved.

Thefirewaterstoragetankshavebeenseismically designedtoconformto.UniformBuildingCodeZone1requirements..

Consequently, although-they arenotSeismicClassI,thetankswillwithstand anearthquake ofamagnitude thatmaybeexpectedinthiszone.Thereisnorequirement tobuildthissystemasSeismicClassI.AspartofourAugust19,1977submittal thattransmitted responses toNRCquestions onfireprotection atCookNuclearPlant;weprovidedseveralhanddrawnsketches.

Thesesketchesindicated thattheloadspoweredbythe4Kvsource,including theexistingelectricmotor-driven firepumps,areontheemergency dieselgenerators.

However,wedonotintendfor-thenewelectric-motor-driven pumptobeloadedontotheemergency dieselgenerator.

Thenewdesignhasfourdiesel-engine-driven pumpsthat-.arecapableofsupplying fireprotection waterintheeventofalossofoffsite.power.To.addressthe.scenario ofafireandsimultaneous lossofoffsitepower,theproposedT/Ssrequirethattwooutofthethreepumpsthatmustbeoperableforthesystemtobeoperablebediesel-engine-driven.Sinceonlytwopumpsareneededtoextinguish ourworstcasefirehazard,wewillhaveamplefireextinguishing capability evenintheeventofalossofoffsitepower.FireWaterStorageTanksandWaterSupplyThefunctionofthededicated fireprotection watersystemistoprovidea.reliablesupplyofcleanwatertotheplant'sfiresuppression systems.Thiswillbeaccomplished bydedicated firewaterstoragetanks,firepumps,andapipingnetwork,Thiswatersupplysystemwilltieintotheexistingunderground ringheader.Twofirewaterstoragetankswillbeerected,eachlargeenoughtoextinguish thelargestexpecteddesignbasisfireatCookNuclearPlant.Suctionwillbetakenoffofonlyonetankatatime.Thethreepumpsbeinginstalled totakesuctionfromthesetanksarecommontobothtanks.Motor-operated butterfly valveswillworkincon]unction withwaterlevelgaugestokeepthewaterlevelbetween612,400gallonsand621,000gallons.Thisshouldensurecompliance withtheproposedT/Ssrequirement ofa..minimum.

usablevolumeof565,000gallons,whichisequivalent toalevelindication of34feet.ThisproposedT/Ssrequirement istheamountofwaterneededtoextinguish thelargestsinglefirehazardasdescribed intheFPPM.

Intheeventthatthetanksarerefilledwithlakewater,thewaterwillbeimmediately treatedtokillzebramussels.Theonlytimethatweenvisionthisoccurring issubsequent toextinguishing amajorfirethatwoulddrainthetanks.Refilling thetanksfollowing routinesurveillances, testingandsmallfireswouldnotdrainthemtoalevelthatwouldnecessitate theuseofLakeMichiganwater.Inaccordance withAppendixAtoBranchTechnical PositionAPSCB9.5-1,eachtankwillhold100%ofthesystemcapacity.

Assuch,onlyonetankisneededtoputouttheworstcasefire.FirePumps"Basedontheabove,three2500gpmfirepumps,twodiesel-driven andoneelectric-motor-driven, willbeinstalled topumpwaterfromthefirewaterstoragetanks.Inaddition, thetwo2000gpmdiesel-engine-driven pumpsthattakesuctionfromLakeMichiganwillbemaintained inordertomaintainthecapability ofobtaining waterfromLakeMichigan.

Asaminimum,threeofthesefivepumpsmustbeoperableatanygiventime.;.Oneofthesethreepumpsmustbea2500gpmdiesel-engine-driven pumpthat.takes.suctionoff.,ofthe.fire,.water.

storagetanks.and onemustbea2000gpmdiesel-engine-driven pumpthattakessuctionoffofLakeMichigan..

Thethirdpumpmaybeanyoftheremaining pumpsinthesystem.Thesystemisdesignedsuchthatoneofthree2500gpmpumpswillstartimmediately uponasignalthatthelinepressureislessthan130psi.Ifthelinepressurecannotbemaintained above130psi,asecondpumpwillstart.Thisisconsistent withNFPA20andisanenhancement overouroldsystemdue'odesignsimplification.

Twoofthe2500gpmfirepumpscansupplyenoughwaterforthelargestsinglefirehazard.Thethirdpumpisaredundant backup,whichallowsustoisolateoneofthepumpsatanygiventimeatitselectrical powersource.Tomaintainthecapability ofobtaining waterfromLakeMichigan, twooftheexisting2000gpmdiesel-engine-driven lakepumpsarebeingmaintained.

Toprecludethesyst:emfrombecominginfestedwithzebramussels,thetwolakepumpswillbeisolatedfromtherestofthefireprotection distribution systembyclosureofthefirstisolation valvedownstream ofthepumps,evenduringsurveillance testing,Thewateractuallypumpedbythelakepumpsduringsurveillance testingwillbereturnedtotheforebayviaareturnline.Inaddition, theautomatic initiating instrumentation onthepumpswillberemovedtoprecludeinadvertent operation ofthepumps.Thesepumpsmustbemanuallystartedlocally.
