Thisletteranditsattachments constitute anapplication foramendment totheTechnical Specifications (T/Ss)fortheDonaldC.CookNuclearPlantUnitNos.1and2.Specifically, weareproposing tomodifyT/S3.9.7.Themodification involvesdeletionoftheexpiration dateofFebruary28,1987notedinthefootnotetoT/S3.9.7associated withthemainloadblockoftheauxiliary buildingcrane.Thereasonsfortheproposedchangesandouranalysesconcerning significant hazardsconsiderations areasnotedbelow.TheproposedrevisedT/Spagesarecontained intheattachment tothisletter.n.!~000'QPn'O~07m,'OA'O~OIL,h.~IXI'.gThefootnotetoT/S3.9.7wasaddedtoourT/SsinAmendments 93(Unit1)and79(Unit2).Thefootnoteallowedustooperatetheauxiliary buildingcranewiththemainloadblockoverthepoolprovidedthemainhoistwasdeenergized.

Theamendment istemporary, withanexpiration'ate ofFebruary28,1987pendingthecompletion ofaloadblockdropanalysis.

InourletterAEP:NRC:0514R, datedJanuary9,1987,wesubmitted theloadblockdropanalysisperformed byExxonNuclearCompanyforyourreviewandapproval.

SinceourcurrentT/SreliefexpiresonFebruary28,1987,werequested thatyourreviewbeperformed onanexpedited basis.WewereinformedbyyourstaffonJanuary12,1987thattheNRCstaffreviewoftheloadblockdropanalysismaynotbecompleted byFebruary28,1987,andwewereaskedtorequestaT/SchangetodeletetheFebruary28,1987datefromthefootnoteofT/S3.9.7.Deletingtheexpiration datefromthefootnotewouldmeanthattheprovisions ofdeenergizing themainhoistandnoloadonthemainhookremaineffective.

Wearealsorequesting thatuponNRCapprovaloftheloadblockdropanalysissubmitted inReference 1,the(Qasub]ectfootnotetoT/S3.9.7bedeleted.Inthecasethatthefootnoteisdeleted,werequestthatT/S3.9.7indicatethattheloadblockoftheauxiliary buildingcraneisnotconsidered aheavyload.

I1)1N, Mr,HaroldR.Denton-2-AEP:NRC:0514S Theprovisions notedinthefootnotetoT/S3.9.7wereevaluated earlierper10CFR50.92,asreportedinourletter,Reference 2.TheNRCSER(Reference 3)concluded inpart:"Failureofthemainhoistinthiscondition issignificantly reducedandwouldpossiblyrequireafailureoftheentirecranesystemtohaveanyeffectonothersystemsorthespentfuel.Themainhoistinthedeenergized andunloadedcondition wouldnotsignificantly increasetheconsequences orprobability ofpreviously analyzedaccidents involving thecranesystemnorwouldthecranecondition createthepossibility ofanewordifferent kindofaccidentfromanypreviously analyzed.

Sincethefailuremechanisms ofthemainhoistandloadblockaresignificantly reduced,operation inthedeenergized, unloadedmodeoverthespentfueldoesnotinvolveasignificant reduction inamarginofsafety.Therefore, basedontheseconsiderations, theCommission hasmadeafinaldetermination thattheamendment requestinvolvesanosignificant hazardsconsideration."

Thesameprovisions willcontinuetobeineffectuntilsuchtimeastheNRCcompletes thereviewoftheloaddropanalysis.

Therefore thesafetyconclusions statedintheearlierSER(Reference 3)andAmendments 93(Unit1)and79(Unit2)areequallyvalidandapplicable beyondFebruary28,1987.Webelievethattheproposedextension oftheprovisions notedinthefootnotetoT/S3.9.7.willnotresultin(1)asignificant changeinthetypesofeffluents orasignificant increaseintheamountsofanyeffluentthatmaybereleasedoffsite,or(2)asignificant increaseinindividual orcumulative occupational radiation exposure.

TheseproposedchangeshavebeenreviewedbythePlantNuclearSafetyReviewCommittee (PNSRC)andwillbereviewedbytheNuclearSafetyandDesignReviewCommittee (NSDRC)attheirnextregularly scheduled meeting.Incompliance withtherequirements of10CFR50.91(b)(1),copiesofthisletteranditsattachments havebeentransmitted toMr.R.C.CallenoftheMichiganPublicServiceCommission andMr.G.Bruchmann oftheMichiganDepartment ofPublicHealth.Itisourunderstanding thatthecheckintheamountof$150.00transmitted alongwithoursubmittal AEP:NRC:0514R, datedJanuary9,1987isapplicable tothissubmittal aswell.
