SUBJECT:
TROJAN - CHEATING ON REQUIRED ANNUAL REQUALIFICATION EXAMINATION FOR LICENSED CONTROL ROOM OPERATORS At 12:43 pm., 2/8/84, the writer met with Lew MILLER License Examiner, Region V, in the office of T. W. BISHOP, Director, Division of Reactor Safety & Projects.
MILLER Furnished the following informations (1)
He received information from the NRC Resident Inspector at Trojan that got the information from the licensee that they had recently experienced one of their licensed Control Room Operators cheating in a required annual requalification examination for licensed Control Room Operators.
(2)
The date thic transpired and the name of the Control Room Operator was not known at the time of this writing.
(3)
The licensee was giving the examination.
No NRC person was present.
(4)
During the examination period or close thereto, one of the men taking the examination spillede some coffee.
After he had cleaned up the spill he went in the mens' room to throw away the paper towels he used to soak up the coffee in a waste. basket, He saw a crib sheet in the waste basket on their. examination.
He took it out of the basket and turned it in to his managemant.

The licensee conducted an investigation and obtained a confession from the person who used the crib sheet.

This person was then terminated.
Their apparently is a disagreement by the guilty ' party as to whether he was fired or quit first.

BISHOP advised that HQ for Human Factors Safety advised him g
that OI has the lead on examination cheating.
M The writer called OIHQ and discussed this matter with Ted N-4 GILBERT, Desk Officer.
On a subsequent call both Bill WARD, SEE Director, Field Operations, and GILBERT told the writer that S h it was WARD's directive a "Q" be opened and the region be ad-Sgg Nvised to go ahead and persue the matter on a timely basis as A r9

RV License Examiner and attorney from RV on February 9-10, 1984 have gone to the site to obtain all the facts.
OI unable to furnish an Investigator as both Investigators are working on matters involving Diablo Canyon which has been given priority over nll other investigative matters.
