b. S. Nuclear Regulatory Connission Attention: Document Contrci Desk Washington, D.C. 20555 Gentlemen:

Subject:

Docket Nos. 50-361 and 50-362 Amendment Application Nos. 154 and 138 San Onofre Nuclear Generating Station Units 2 and 3

Reference:

December 22, 1995 letter from Richard M. Rosenblum (SCE) to Document Control Desk (NRC),

Subject:

Amendment Application Hos.

154 and 138, San Onofre Nuclear Generating Station Units 2 and 3 This letter is a request to further revise San Onofre Units 2 and 3 License Condition 2.G. By letter dated December 22,1995(Reference) Southern California Edison (SCE) submitted a request to delete the physical protection program reporting requirement from License Condition 2.G and to clarify in License Condition 2.E that all the documents composing the physical protection program plans may not contain safeguards information. In addition to these changes, an administrative change is necessary in License Condition 2.G to correct the reporting designation from Region V to Region IV.

License Condition 2.G provides reporting requirements for specific license conditions and designates that the report is to be directed to the NRC Regional Administrator, Region V, or his designee. However, when the NRC reorganized from five to four regions. San Onofre Units 2 and 3 were reassig:1ed to Region-IV. Therefore, it is requested that License Condition 2.G be revised to replace Region V with Region IV. This is an administrative change that has no affect on the description, safety analysis, or safety and significant hazards determination of the referenced amendment request.
