U.S. Nuclear Regulatory Commission Public Meeting Summary February 8th, 2019

Title:

Informational Update on High Energy Arc Faults (HEAF) involving Aluminum Meeting Identifier: 20181317 Date of Meeting: January 23rd, 2019 Location: Commissioners Hearing Room, One White Flint North Type of Meeting: Category 3 Purpose of the Meeting(s): To inform interested stakeholders about the status of the Aluminum HEAF generic issue, PRE-GI-018, and recent related research.

General Details: This meeting was held at NRC headquarters in the Commissioners Hearing Room on January 23rd, 2019. The meeting began at 8:30 AM and finished at 3:00 PM.

Approximately 14 NRC staff from the offices of NRR and RES were in attendance.

Approximately 25 external stakeholders were in attendance representing a variety of organizations, including industry groups, safety watchdog groups, EPRI, and NRC contractors.

The meeting was broadcast by webinar, and approximately 30 individuals participated by webinar throughout the course of the day. All attendees, both in person and over webinar, were given opportunities to ask all of their questions and make all of their comments. An NRC staff facilitator was used for this meeting, and the meeting was transcribed.

Summary of Presentations: NRC staff presented updates on the status of the Generic Issue process, observations from recent testing, and the status and possibilities for future testing.

NRC staff also presented the draft charter for the EPRI-NRC Working Group on High Energy Arcing Faults (HEAF). During the public comment period, representatives from EPRI and NEI presented their perspectives on the high energy arcing faults, and viable paths forward.

Action Items/Next Steps: The following action items were noted at the meeting:

o NRC will continue to work in collaboration with EPRI under the MOU to fulfill the working group charter.

o NRC will continue to issue communications and hold public meetings as necessary to keep stakeholders informed of the status of this generic issue.

o NRC will circulate the draft HEAF working group charter to stakeholders who were unable to preview it.

o NRC will hold a public meeting to resolve remaining stakeholder concerns with the Phase II draft test plan.
