Title:

Resolution of Public Comments on NRC Phase II Aluminum HEAF Testing Meeting Identifier: 20190612 Date of Meeting: Wednesday, July 24, 2019 Location: NRC Headquarters, TWFN 2D30 Type of Meeting: Category 3 Purpose of the Meeting(s):

This meeting is to discuss the resolution of any outstanding comments or concerns with the phase II HEAF testing program. This meeting also includes relevant HEAF working group updates.

General Details:

NRC staff in the Office of Nuclear Regulatory Research held a public to discuss the resolution of outstanding comments on the phase II HEAF test program and the progress of the joint EPRI/NRC HEAF working group. The meeting was scheduled from 9:00 A.M. -

12:30 P.M. EST and finished 15 minutes early. Ten NRC staff members were present. The meeting was facilitated by Kenneth Hamburger, an NRC in-house facilitator. The meeting was also broadcast by webinar to maximize public participation. The meeting began with an introduction from Deputy Division Director Mark Thaggard and Branch Chief Mark Henry Salley.

Approximately 26 people participated in person, and an additional 22 people participated by webinar. Several participants, both in-person and on webinar, asked questions or provided comments. The meeting was transcribed by a court reporter, and the transcript is attached to this ADAMS package.

Summary of Presentations:

The first technical presentation of the morning meeting was on previously identified comments on the HEAF phase II testing plan and how the NRC has resolved them. Many of these items were dispositioned through consensus as a part of the EPRI/NRC working group. The NRC has made several changes to the test plan based on the feedback received.

The second technical presentation was given by Nicholas Melly (NRC) and Marko Randelovic (EPRI) to describe the progress and challenges of the working group.

The morning meeting ended with a public comment period, during which Kelli Voelsing (EPRI) delivered a presentation on EPRIs perspective.

Action Items/Next Steps:

The NRC is on schedule with the phase II HEAF testing in accordance with the assessment plan of PRE-GI-018. NRC staff will continue to engage with stakeholders and members of the public as new information becomes available regarding the GI process and the HEAF research program.
