Dear Sir or Madam:

The Nuclear Energy Institute (NEI) Nuclear Strategic Issues Advisory Committee (NSIAC) approved an Industry Initiative to implement and maintain Severe Accident Management Guidelines (SAMGs) [Reference 1]. James A. FitzPatrick Nuclear Power Plant (JAF) provided a letter committing to their recommended actions [Reference 2]. This letter addresses one commitment to implement revision 3 of the Boiling Water Reactor Owner's Group (BWROG) generic severe accident guidelines by June 30, 2017. The BWROG guidelines are a template for the site Emergency Procedure Guidelines (EPG) and Severe Accident Guidelines (SAG) procedures and implementing revision 3 updates the methodology used in these procedures. The EPG portion of the revision 3 guidelines were implemented concurrent with JAF complying with NRC Orders EA-12-049, FLEX and EA-12-051, Spent Fuel Instrumentation. The SAG portion of revision 3 guidelines are scheduled to be implemented concurrent with JAF's compliance with Phase 1 of EA-13-109, Reliable Hardened Containment Vent, due June 30, 2018. A change was made to the commitment to align with this date.
