Items of Interest Week Ending February 23, 2018 NRC Staff Completes First Inspection for Open Phase Condition On February 8, 2018, the staff completed the first Open Phase Condition (OPC) inspection at River Bend resulting in no findings. River Bend is the first of an initial set of inspections to be conducted under the OPC Temporary Instruction (TI) 2514/194 to determine whether licensees implemented the voluntary industry initiative to identify OPC vulnerabilities and update their licensing basis. The staff expects to complete the initial set of four OPC TI inspections by mid-June.

Public Meeting with the Electric Power Research Institute Regarding the Materials Reliability Program On February 13-15, 2018, the staff held a public meeting with the Electric Power Research Institute (EPRI) Materials Reliability Program (MRP) to discuss two technical reports that have been revised to support the development of MRP-227, Revision 2, Pressurized Water Reactor (PWR) Internals Inspection and Evaluation Guidelines for Subsequent License Renewal. The two reports are: (1) MRP-211: PWR Internals Age-Related Materials Properties, Degradation Mechanisms, Models, and Basis Data - State of Knowledge (Revision 1); and (2) EPRI -

Materials Reliability Program: PWR Internals Material Aging Degradation Mechanism Screening and Threshold Values (MRP-175, Revision l). A discussion of the response to a request for additional information related to MRP-227, Revision 1, PWR Internals Inspection and Evaluation Guidelines, which is currently under review by the staff, was also held.

Public Meeting on Anchor Darling Double Disc Gate Valve Issues On February 15, 2018, the staff met with industry representatives from the Nuclear Energy Institute and licensees to discuss aspects of the industry response plan for Anchor Darling Double Disc Gate Valves. The staff is developing a Temporary Instruction (TI) that will verify appropriate implementation of the industry response plan through inspection. The draft TI will be the subject of a later public meeting.

Risk-Informed Steering Committees Public Meeting On February 20, 2018, the staff and Industry Risk-Informed Steering Committees (RISCs) participated in a public meeting to continue discussions on risk-informed areas of interest. Both RISCs presented their issues. The staff led discussions on the topics of 50.69 Review Process, New Probabilistic Risk Assessment (PRA) Methods, Fire PRA Realism, Realism in the Reactor Oversight Process, Facts & Observations closure process, Treatment of Flex in Risk Informed Decision Making, Tornado Missile Risk Evaluator, and an update on American Society of Mechanical Engineers/American Nuclear Society Code Case and Nuclear Energy Institute 12-

13. The industry RISC led a discussion on Integrated Risk Informed Decision Making. Both RISCs discussed alignment of priorities and the organizational capacity to address each issue. Overall the meeting was well attended. The next meeting will be held on May 3, 2018.

FEBRUARY 23, 2018 ENCLOSURE D Public Meeting Regarding Regulatory Issue Summary Supplement On February 21, 2018, the staff held a teleconference with the Nuclear Energy Institute (NEI) to discuss the revised draft Regulatory Issue Summary (RIS) 2002-22 Supplement that was shared during the January 26, 2018, public meeting. The purpose of this meeting was to discuss and gain an understanding of NEI's comments. On February 16, 2018, NEI provided four high-level comments on the revised draft regarding treatment of non-safety related upgrades. During the meeting, NEI stated that the full set of comments would be provided by February 23, 2018. The staff noted that it intended to issue a revised RIS based on the verbal feedback from the January 26, 2018, meeting via Federal Register Notice (FRN) for public comment next week. Following the meeting, staff learned that due to challenges in timing of the Office of the Federal Register, the FRN would not be released in time to adequately support upcoming meetings. Therefore, the staff will provide the draft publically to support the planned near term public meetings. NEI stated its preference to have a "line-by-line" review of the RIS at the next public meeting; however, staff noted that it would be a better use of time and resources to discuss where there are misalignments between the staff's revised version and NEI's comments. Staff and NEI tentatively scheduled the next public meeting for March 6, 2018, and are contemplating having another public meeting during the Regulatory Information Conference (RIC). There was one comment regarding the NRC's plans to resolve the concerns and uncertainties with NEI 01-01 as mentioned in NRC's letter dated November 5, 2013 (ML13298A787). Staff stated that the RIS is not specifically designed to address that memorandum but aspects of the memorandum are being addressed in various areas of the Integrated Action Plan. Industry also noted that there would be great value in having key messages related to digital instrumentation and control shared during the RIC. Stating that the NRC is not opposed to digital upgrades would give industry, including suppliers, confidence in proceeding with upgrades.
