ENCLOSURE 2 DRAI 2.4.4-1 Clarify if there are any trash racks, basket strainers, traveling screens or any other debris prevention/removing mechanisms that are part of the Circulating Water Pump House that would be required to be in scope of license renewal in accordance with 10 CFR 54.4. If so, also identify the applicable aging effects and the aging managing program (AMP) related to these
components.
Discussion:  The applicant clarified that the Circulating Water Pump House is in the flow path of the service water and that there is no intake structure and therefore there are no trash racks, basket strainers, traveling screens or any other debris prevention/removing mechanisms required. Therefore, the staff will not issue this draft RAI as a formal RAI.
DRAI 2.4.6-1
Confirm the inclusion of the "rubberized flat dumbbell-type water stops" that are located at all construction joints below the maximum expected groundwater level for all safety-related enclosures as stated in Limerick Generating Station (LGS) Updated Final Safety Analysis Report (UFSAR) Section 3.4.1.2 are within the scope of license renewal (LR) and subject to an Aging Management Review. Otherwise, justify the exclusion from the scope of the LR.
Discussion:  The applicant indicated that the request is clear. This DRAI will be sent as a formal RAI.
DRAI 2.4.6-2 LGS UFSAR states in Section 2.4.2.3.3 that "measures are taken to limit the possible flow of flood water from the turbine enclosure into the control enclosure where the safety-related chilled water system is located at el 200'. These measures include controlling openings in the lower portion of the turbine enclosure walls, relying on flood control features within the turbine building, and by limiting the flow of water through the turbine enclosure doors by providing additional curbs and barriers inside the turbine enclosure and by administratively controlling the opening of certain doors."
However, LGS license renewal application (LRA) states in Section 2.4.6 that "not included in the boundary of the Control Enclosure is the adjacent tunnel located in the Turbine Enclosure which runs along the north, east and west sides of the Control Enclosure."
Provide additional information that clarifies the overall configuration and clearly states the boundary for LR between the Turbine Enclosure and the Control Enclosure. The additional information presented should have special emphasis on flood control and flood prevention measures/mechanisms between the two structures.
Discussion:  The applicant clarified that the adjacent tunnel located in the Turbine Enclosure was included in the scope of license renewal but in a different system. Therefore, the staff will not issue this draft RAI as a formal RAI.      DRAI 2.4.8-1 Confirm if the duplex-type basket strainers that are provided in each transfer pump discharge line that prevent solid particles or debris from entering the day tanks in the diesel oil storage tank structure would be required to be in scope of license renewal in accordance with 10 CFR 54.4. If so, also identify the applicable aging effects and the AMP related to this component. Otherwise, justify the exclusion from the scope of license renewal.
Discussion:  The applicant confirmed that the strainers are in scope and are included as part of the piping, piping components, and piping elements components. Therefore, the staff will not issue this draft RAI as a formal RAI.
DRAI 2.4.8-2
Please provide additional information regarding the metal enclosure (butler building) that is located over the diesel oil storage tank structure. Specifically, the information should address and justify the exclusion of the metal enclosure from the scope of license renewal as well as a detailed description on how its failure would not prevent satisfactory accomplishment of a safety-related function per 10 CFR 54.4.
Discussion:  The applicant indicated that the request is clear. This DRAI will be sent as a formal RAI. However, the RAI number will be RAI 2.4.8-1 to account for the deletion of the
previous DRAI.
DRAI 2.4.16-1
LRA Section 2.4.16 states that blowout panels are provided at the turbine enclosure for pressure relief as well as internal flood relief purposes. However, Table 2.4-16 only credits the blowout panels with the "Pressure Relief" intended function and does not give credit for the flood barrier capabilities described in the LRA. Please clarify the aforementioned discrepancy between the information provided in LRA 2.4.16 and Table 2.4-16 or otherwise, justify the exclusion of the flood mitigating capabilities of the blowout panels described in the LRA from the scope of license renewal.
Discussion:  The applicant clarified that internal flood relief was not an intended function per 10 CFR 54.4. Therefore, the staff will not issue this draft RAI as a formal RAI.
DRAI 2.5-1 In accordance with 10 CFR 54.4(a)(3) and SRP-LR Section 2.5.2.1.1, the control circuits and structures associated with the switchyard circuit breakers used to supply the station blackout recovery paths should be in scope of license renewal. Please, confirm whether these components are within the scope of license renewal.
