SUBJECT: RHODE ISLAND ATOMIC ENERGY COMMISSION - NRC SECURITY-RELATED INSPECTION REPORT NO. 50-193/2014-202 AND NOTICE OF VIOLATION

This refers to the inspection conducted on March 3-6 and July 7-10, 2014, at the Rhode Island Nuclear Science Center Reactor facility and subsequent call on August 15, 2014 (Inspection Report No. 50-193/2014-202). The inspection included a review of activities authorized for your facility. The enclosed report presents the results of that inspection.
The inspection examined activities conducted under your license as they relate to security and compliance with the U.S. Nuclear Regulatory Commission's rules and regulations, implementation of certain compensatory measures, and compliance with the conditions of your license. The inspector reviewed selected procedures and records, observed activities, and interviewed personnel.
Based on the results of this inspection, the NRC has determined that a Severity Level IV violation of NRC requirements occurred. The violation was evaluated in accordance with the NRC Enforcement Policy. The current Enforcement Policy is included on the NRC's Web site at
(http://www.nrc.gov/about-nrc/regulatory/enforcement/enforce-pol.html). The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances surrounding it are described in detail hereafter. The violation is being cited in the Notice because, prior to March 6, 2014, the licensee failed to prevent various individuals without proper authorization from having unescorted access to vital areas of the non-power reactor facility as required. Additionally, at least one person was allowed access to Safeguards Information-Modified Handling without the required determination of trustworthiness and reliability as required by 10 CFR 73.57(g).
