: Request, Docket No. 50-20, License R-37The Massachusetts Institute of Technology (MIT) hereby submits (in the form of fourEnclosures) documents describing a proposed upgrade to the nuclear safety system within theReactor Protection System for the MIT Reactor.
The proposed upgrade has been reviewed andapproved by the MIT Reactor Safeguards Committee.
The purpose of this letter is to notify NRCof our intent to make a license amendment request for the upgrade in the near future, and is toserve as a request for Phase Zero discussion.
Certain portions of the main upgrade document, titled "Nuclear Safety System Upgrade -DWK 250 Digital System",
contain proprietary information held in confidence by MirionTechnologies (MGPI H&B) GmbH ("Mirion").
Mirion requests that these portions therefore bewithheld from public disclosure in accordance with 10 CFR 2.390. -See Enclosures 1, 2, and 3.Enclosure 1 "Nuclear Safety System Upgrade -DWK 250 Digital System" provides thedocument in its entirety, including the Mirion proprietary information marked as such. MIT andMirion request that NRC withhold this version of the document from public disclosure inaccordance with the requirements of 10 CFR 2.390(a)(4).
Enclosure 2 contains an appropriate affidavit supporting proprietary treatment of Mirionconfidential proprietary information pursuant to 10CFR2.390, signed by an upper-level management representative from Mirion. This affidavit includes a listing that contains

Enclosure 3 provides the redacted version of Enclosure 1, with proprietary information whited out. This version can be made available for public release.

("MIT") and no other organizations or persons; and (B) portions of theProprietary Information consists of trade secrets and commercial and financial and/orconfidential information of Mirion which can be protected from public disclosure inconformance with the provisions of paragraph (b)(4) of 10 CFR 2.390 of the United StatesCode. A complete list of the documents containing Proprietary Information is listed in ExhibitA and Mirion is providing two sets of documents, one complete, and one redacted with theProprietary Information removed.(3) I have reviewed all of the documents containing Proprietary Information sought to beprotected as listed in Exhibit A.(4) The legal grounds for withholding the Proprietary Information from public disclosure are aslisted in Exhibit A.(5) The Proprietary Information is being disclosed to the NRC and the MIT in confidence andonly in connection with an application to qualify certain Mirion products according to the NRCregulations and requirements.
