St.LucieUnit1andUnit2DocketNos.50-335and50-389ProposedLicenseAmendmentsContainmentSraandCoolinSstemsL-94-260Attachment1Page4of8FPLhasevaluatedthePSL1andPSL2containmentpressureandtemperatureresponsetothelimitinglossofcoolant(LOCA)andmainsteamlinebreak(MSLB)accidentsduringMODE3conditions.Theresultsofthisevaluationconfirmthat,withpressurizerpressure<1750psia,containmentdesignpressureandtemperaturewillnotbeexceededwhentwocontainmentfancoolersareoperable(bothCStrainswereassumedtobeoutofservice).TheproposedLCOrequirestwotrains(twofancoolerspertrain)ofcontainmentcoolingtobeOPERABLEthroughouttheentireMODE3rangeofoperation.Therefore,retainingthepreviouslyapproved,pressuredependentMODE3applicabilityfortheCSSystemwillaffordamoreefficientandtimelytransitiontoShutdownCoolingSystemoperationwithoutlossofanacceptableabilitytomitigatethepostulatedaccidents.Inaddition,agreementwiththeapplicabilityofrelatedLCO3.6.2.2(SprayAdditive/IodineRemovalSystem)willbepreserved.TheproposedAPPLICABILITYfortheContainmentCoolingSystemisthesameasexistingLCO3.6.2.3,e.g.,MODES1,2,and3.Toverifythatlowermodeapplicabilityshouldnotberequired;FPLhasevaluatedthePSL1andPSL2containmentpressureandtemperatureresponsetothelimitingLOCAandMSLBaccidentsforoperationswiththeRCStemperatureat360'F.TheresultsofthisevaluationconfirmthatthecontainmentdesignpressureandtemperaturewillnotbeexceededwithbothCStrainsandallfourfancoolersoutofservice.OperationalMODES4,5and6occuratRCStemperaturesbelow3254F,andtheimpactoncontainmentparametersfrompotentialaccidentswillbefurtherreducedintheselowermodes.Therefore,FPLconsiderstheproposedAPPLICABILITYfortheContainmentCoolingSystemtobeacceptable,andtobeconsistentwiththeSTS.ACTION-i.a:WithoneCStraininoperable,proposedACTION-1.arequirestheinoperabletraintoberestoredtoOPERABLEstatuswithin72hoursandwithin10daysofinitialdiscoveryoffailuretomeettheLCO.Inthiscondition,theremainingOPERABLEsprayandcoolingtrainsarecapableofprovidingtheiodineremovalfunctionandatleast100%ofaccidentheatloadremoval.The72hourcompletiontimetakesintoaccounttheredundantheatandiodineremovalcapabilityaffordedbytheContainmentSpraySystem,reasonabletimeforrepairs,andthelowprobabilityofaDBAoccurringduringthisperiod.The10days(frominitialdiscovery Conclusion ThechangesproposedforexistingTS3/4.6.2.1 and3/4.6.2.3 havebeenverifiedtobeconsistent withthePSL1andPSL2safetyanalyses.
Theproposedrestructured TS3/4.6.2.1, considering plantspecificdifferences, isequivalent toNUREG-1432, Revision0,Specification 3.6.6Aanditsassociated bases,andincludesallrelatedrequirements fortheContainment SprayandContainment CoolingSystems.Therefore, FPLconsiders theproposedamendment tobeacceptable asaTSlineitemimprovement forSt.LucieUnit1andUnit2,consistent withtheCommission's FinalPolicyStatement onTechnical Specification Improvements (58FR39132).

NeitherthedesignnorthesafetyfunctionoftheContainment CoolingandSpraySystemshavebeenaltered,andtheproposedamendment doesnotchangetheapplicable plantsafetyanalyses.
Therefore, operation ofthefacilityinaccordance withtheproposedamendment willnotinvolveasignificant increaseintheprobability orconsequences ofanaccidentpreviously evaluated.
(2)Operation ofthefacilityinaccordance withtheproposedamendment wouldnotcreatethepossibility ofanewordifferent kindofaccidentfromanyaccidentpreviously evaluated.

BackroundThefunctionoftheContainment Spray(CS)Systemistoprovidecontainment heat,removalandiodineremovalduringaccidentconditions.

Itaccomplishes itsfunctionthroughtheuseoftworedundant spraytrainswhicharecapableoftakingsuctionfromtheRefueling WaterTank(RWT)onaContainment SprayActuation Signal(CSAS),automatically transferring suctiontothecontainment sumponaRecirculation Actuation Signal(RAS),andtransferring heattotheultimateheatsinkviathecomponent coolingwater(CCW)andintakecoolingwater(ICW)systems.Eachtrainconsistsofaspraypump,shutdowncoolingheatexchanger, piping,valves,andsprayheader;andiscapableofsatisfying atleast504ofaccidentheatremovalrequirements.

OnetrainoftheCSsystem,inconjunction withitsSprayAdditive/Iodine RemovalSystem,cansatisfypost-accidentiodineremovalrequirements.

Intheeventoffsitepowerislost,eachtrainispoweredbyanemergency dieselgenerator.

ThefunctionoftheContainment CoolingSystemistoprovidecontainment heatremovalduringbothnormaloperation andaccidentconditions.

Itaccomplishes itsfunctionthroughtheuseoftwoelectrically andmechanically independent containment cooling 1"lIIt St.LucieUnit1andUnit2DocketNos.50-335and50-389ProposedLicenseAmendments Containment SraandCoolinSstemsL94260Attachment 1Page3of8trains.Fourfancoolers,twopertrain,transferheattotheultimateheatsinkviatheCCWandICWsystems.Eachtrainiscapableofsatisfying atleast50%ofaccidentheatremovalrequirements, andeachtrainispoweredbyanemergency dieselgenerator intheeventoffsitepowerislost.Eachfaniscapableofauto-start onaSafetyInjection Actuation Signal(SIAS).PSL1andPSL2eachhaveaplantspecificLCO(TS3.6.1.5)whichprovidesassurance thattheaveragecontainment temperature willbemaintained

EachPSLunitalsohasaplantspecificLCOfortheSprayAdditive/Iodine RemovalSystem(TS3.6.2.2)toensurethatsufficient additives areavailable forinjection intothecontainment spray.Evaluation oftheChanesProosedforPSL1andPSL2LCO:Thecontainment analysesforPSL1andPSL2demonstrate thattheremovalofdesignbasisaccident(DBA)heatloadscanbeaccomplished byatleastonetrainofthecontainment spraysysteminconjunction withonetrainofthecontainment coolingsystem;andthatrequirements foriodineremovalfromthecontainment atmosphere canbesatisfied byasingleCStrain.TheproposedLCOrequirestwocontainment spraytrainsandtwocontainment coolingtrainstobeOPERABLE.

Therefore, intheeventofanaccidentandconsidering singlefailurecriteria, theheatandiodineremovalrequirements willbesatisfied.

ThewordingoftheproposedLCOisthesameastheSTS.APPLICABILITY:

TheproposedAPPLICABILITY fortheCSSystemisthesameasexistingLCO3.6.2.1,e.g.,MODES1and2,andMODE3withpressurizer pressure~1750psia.Itisnotedthatthepressurecriterion specified forMODE3operation isaplantspecificdifference fromthegenericSTS.FPLdesirestoretainthispreviously approvedstipulation since,duringshutdownandcooldownofthereactorcoolantsystem(RCS),theCSsystemmustberemovedfromserviceduringthepreparations necessary forshutdowncoolingoperations.
